Approve Revenue Interim Use Permit with Seventh-Day Adventist Church for the use of a portion of Prado Regional Park, scheduled on April 14, 2024, for the SoCal Conference Pathfinder Fair event, for the total amount of $7,836.

FINANCIAL IMPACT
Approval of this Revenue Interim Use Permit (Permit) does not require the use of Discretionary General Funding (Net County Cost). Under this Permit, the Seventh-Day Adventist Church (Permittee) will pay the Regional Parks Department (Department) a total of $7,836 in fees for the use of a portion of Prado Regional Park (Park) for one day as listed in the table below:

The Permittee will also submit a $2,500 deposit to be used to pay for any damages incurred due to the Permittee’s use of the Park during the SoCal Conference Pathfinder Fair (Event). The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals, as well as securing the required insurance and security for this Event. All fees are consistent with the Board of Supervisors (Board) approved Fee Schedule.
BACKGROUND INFORMATION
The Department operates and maintains eight regional parks, including the Park, located in the City of Chino, and provides for the rental of park property through Board fees. The recommended Permit between the Department and Permittee allows for the use of a portion of the Park to host the Permittee’s one day event, wherein the Department will receive a total of $7,836.
This Permit is a contract to allow the use of approximately 13 acres within the Park, which includes the use of the Osprey and Mallard Shelter, along with the Red and Green Picnic areas during the Event. The Event is a one-day event, which includes a picnic for the church, along with games and events for attendees. In addition to the picnic and games, the Permittee will host a parade, boating and water sports, and fishing for those who purchase applicable permits and licenses.
This recommended Permit aligns with the County and Chief Executive Officer’s goals and objectives to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
