RECOMMENDATION(S)
Recommendation
1. Approve a budget increase in the amount of $61,000 to perform a consultant study for a potential Sports and Entertainment facility at Prado Regional Park.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to the Economic Development Department’s 2024-25 budget as detailed in the Financial Impact section (Four votes required).

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Economic Development Department (ED) requests the following $61,000 adjustments to its 2024-25 budget to pay for the consultant’s costs in conducting the requisite study of the Prado Regional Park (Park):

BACKGROUND INFORMATION
ED has been tasked with seeking a consultant firm to conduct an eight-week study in the amount of $61,000 with a scope of work to include a comprehensive Strengths, Weaknesses, Opportunities, and Threats analysis of existing regional sports and entertainment assets, a regional demographics analysis, and an assessment of the potential economic impact of the recommended facility at the Park. ED was asked to evaluate development opportunities at the Park with an emphasis on analyzing the feasibility of a large venue for sports and entertainment.
The purpose would be to evaluate facility options that align with the region’s needs, tourism growth potential, and maximize economic benefits. The study will take approximately eight weeks to complete once initiated.
PROCUREMENT
ED conducted an informal solicitation, reached out to seven potential vendors, and sent out a request for quotes to those vendors on August 15, 2024. ED received one quote and one non-responsive quote. In accordance with County Policy 11-05, the Purchasing Department approved a contract with Brailsford & Dunlavey on November 4, 2024.
