RECOMMENDATION(S)
Recommendation
1. Find that the Guardrail Replacement at Various Locations Project in the Crestline, Del Rosa, Lake Arrowhead, Big Bear Lake and Yucca Valley Areas is exempt under the California Environmental Quality Act, Title 14 of the California Code of Regulations Section 15301(c) Class 1 (existing facilities) and Section 15302(c) Class 2 (replacement or reconstruction).
2. Approve the Guardrail Replacement at Various Locations Project in the Crestline, Del Rosa, Lake Arrowhead, Big Bear Lake and Yucca Valley Areas, as defined in the Notice of Exemption.
3. Direct the Department of Public Works to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Guardrail Replacement at Various Locations Project in the Crestline, Del Rosa, Lake Arrowhead, Big Bear Lake and Yucca Valley Areas (Project) will be funded with Gas Tax funds. Sufficient appropriation and revenue are included in the Department of Public Works (Department) 2023-24 Road Operations budget (66500002000 34H15156-58) and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Project involves replacing existing guardrails and asphalt concrete dikes at various locations. The Project has been identified as a priority based on engineering studies that identified the need to replace the guardrails at the following locations:
1. Redwood Way and Balsam Lane, Crestline Area
2. Crestline Road, Crestline Area
3. Kuffel Canyon Road northeast of Ivy Lane, Lake Arrowhead Area
4. Shore Drive at Maltby Blvd., Big Bear Lake Area
5. Del Rosa Ave., Lynwood Dr. to Marshall Blvd., Del Rosa Area
6. Marshall Blvd. at Del Rosa Ave., Del Rosa Area
7. Eureka St. at Del Rosa Ave., Del Rosa Area
8. Pioneertown Road, approximately 0.67 miles southeast of Skyline Ranch Road, Pioneertown Area
All work for the Project will be done within existing right-of-way.
On November 9, 2023, the Department’s environmental staff reviewed this Project and determined that a categorical exemption in accordance with the California Environmental Quality Act (CEQA) Guidelines, Title 14 of the California Code of Regulations, Section 15301(c) Class 1 and Section 15302(c) Class 2 is appropriate. The Class 1 exemption allows for repair and maintenance activities on existing roads, sidewalks, gutters, and similar facilities that involve negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Class 2 exemption allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. When the Board considers the environmental finding, the filing and posting of a Notice of Exemption in accordance with the California Environmental Quality Act is recommended.
The Project aligns with the County and the Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced, and sustainable County and to provide for the safety of County residents.
PROCUREMENT
The Department plans to bring the Project’s plans and specifications, as well as a recommendation to advertise for competitive bids, to the Board for consideration in Spring 2024.
