RECOMMENDATION(S)
Recommendation
1. Approve Contract with the San Bernardino County Sheriff's Employees' Benefit Association Charity Fund to contribute funding from the 2025-26 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to help fund a Wall of Honor for military veterans who continue their service with the Sheriff/Coroner/Public Administrator’s Office, and provide support for the San Bernardino County Sheriff's Employees' Benefit Association Charity Fund’s general operations, in the not-to-exceed amount of $45,000, for the period of December 16, 2025 through December 15, 2026.
2. Approve Contract with The Sam and Alfreda Maloof Foundation for Arts and Crafts from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to provide additional time for construction of a new roof at the Maloof Center, utilizing the $350,000 previously provided under Contract No. 21-828 and providing an additional 24.5 months to allow for the completion of the new roof project, for the total period of November 16, 2021 through December 31, 2025.
3. Approve Amendment No. 2 to Contract No. 24-642 with Wrightwood Community Services District using previously-approved funding from the First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget for the public restroom facility improvements project to revise the scope of work, with no change in the not-to-exceed amount of $324,500 or the term of July 9, 2024, through July 8, 2026.
4. Approve Contract with the Chino Valley Fire District to contribute funding from the 2025-26 Fourth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the purchase of specialized equipment to help suppress electric vehicles fires, in the not-to-exceed amount of $125,000, for the period of December 16, 2025 through December 15, 2026.
5. Approve Contract with the Arrowhead Regional Medical Center Foundation, to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with various event costs such as Emergency Medical Services Day, the 5K Walk/Run, Take Your Child to Work Day, Monthly Blood Drives, and the Breast Cancer Survivors Celebration, in the not-to-exceed amount of $23,550, for the period of December 16, 2025 through December 15, 2026.
6. Approve Contract with the City of Colton to contribute funding from the 2025-26 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to purchase three new motorcycles for the Colton Police Department, in the not-to-exceed amount of $83,772, for the period of December 16, 2025 through December 15, 2026.
7. Approve Contract with the Inland Empire Community Foundation from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to support the Cultivating Inland Empire Latino Opportunity Fund to help provide for the well-being of Latino communities and strengthen community resilience by providing food distribution, emergency shelter and temporary housing support, basic hygiene and household supplies and other essential support to families in need, in the not-to-exceed amount of $25,000, for the period of December 16, 2025 through December 15, 2026.
8. Approve Contract with the Regional Chambers of CommerceInland Empire, Inc. from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to support its economic development initiatives within San Bernardino County’s Second District, in the not-to-exceed amount of $200,000, for the period of December 16, 2025 through June 30, 2028.
9. Approve an allocation of $10,000 from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to collaborate with the San Bernardino County Human Services Administrative Claim Departments to assist with providing additional community outreach and assistance programs during the holiday season to the underserved communities in the county.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.
The projects under Recommendation Nos. 1 and 3 will be funded by the First District’s Priorities Program budget.
The projects under Recommendation Nos. 2, 5, 7, 8 and 9 will be funded by the Second District’s Priorities Program budget.
The project under Recommendation No. 4 will be funded by the Fourth District’s Priorities Program budget.
The project under Recommendation No. 6 will be funded by the Fifth District’s Priorities Program budget.
BACKGROUND INFORMATION
Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents. Projects under the Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.
Recommendation No. 1 will assist the San Bernardino County Sheriff's Employees' Benefit Association (SEBA) Charity Fund by providing funding from the First District to help fund a Wall of Honor for military veterans who continue their service with the Sheriff/Coroner/Public Administrator’s Office (Sheriff). The remaining funds, if any, will be used to support the SEBA Charity Fund’s general operations to serve the law enforcement employees of the County. This contract serves the public purpose of providing for the law enforcement and social service needs of the County residents by honoring qualified veterans who continue their service with Sheriff. These veterans will be recognized on the Wall of Honor at the Sheriff's Academy, which will reflect their name, academy class, and branch of service. SEBA Charity Fund is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.
On November 16, 2021 (Item No. 33), the Board approved Contract No. 21-828 with The Sam and Alfreda Maloof Foundation for Arts and Crafts (SAMFAC) in the not-to-exceed amount of $350,000 to contribute funding to assist with a new roof for SAMFAC’s Maloof Center for the period of November 16, 2021, through November 16, 2023. Due to changes in SAMFAC’s management and delayed project timelines, SAMFAC is requesting an additional 24.5 months to allow for the completion of project. Approval of Recommendation No. 2 will continue to serve the public purpose of providing for the safety, health and social service needs of County residents through the approval of a new contract with SAMFAC to allow additional time to complete the project. The funding has been disbursed to SAMFAC under the approved Contract No. 21-828 and no additional funds will be provided to SAMFAC under this new contract. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.
On July 9, 2024 (Item No. 16), the Board approved Contract No. 24-642 with the Wrightwood Community Services District (Wrightwood CSD) in the not-to-exceed amount of $324,500 to contribute to costs related to improving the public restroom facility, for the period of July 9, 2024, through July 8, 2025. On April 11, 2025, the CEO approved Amendment No. 1 to Contract No. 24-642 to authorize Wrightwood CSD’s request to extend the contract by an additional 12 months, from July 8, 2025, to July 8, 2026. Approval of Recommendation No. 3 will continue to serve the public purpose of providing for the safety, health, recreational, and social service needs of County residents through approval of Amendment No. 2. Amendment No. 2 updates the scope of work and removes improvements related to septic system replacement and work on the secondary structure that houses additional restrooms due to budget constraints. The amended scope continues to include the renovations of the existing public restroom facility by increasing the number of toilets and urinals, adding insulation, heating and an exhaust system, and other improvements as required to be in adherence with Americans with Disabilities Act guidelines. Since no additional funds will be provided to Wrightwood CSD under Amendment No. 2 to Contract No. 24-642, the minimum 25% matching contribution to the project per County Policy 05-10 remains $81,125 as stated in the previously approved Contract No. 24-642.
Recommendation No. 4 will assist the Chino Valley Fire District (CVFD) by providing funding from the Fourth District towards the purchase of specialized equipment designed to help suppress electric vehicle (EV) fires. The EV firefighting equipment, such as a high-pressure water jet system, an appropriate vehicle to mount the system, and accessories for the vehicle, is necessary to help mitigate prolonged burn durations, reignition risks, and hazardous material containment associated with EV’s. This contract serves the public purpose of providing for the health and safety of County residents by preparing CVFD with specialized equipment to help suppress EV fires and mitigating the risks associated with EV fires. CVFD acknowledges and agrees that it will make a matching contribution of $50,000 or at least 25% of the total cost of the project per County Policy 05-10.
Recommendation No. 5 will assist Arrowhead Regional Medical Center Foundation (ARMC Foundation) by providing funding from the Second District towards the costs related to various events. This contract services the public purpose of providing for the educational, health and social service needs of County residents through events such as the educational Emergency Medical Services (EMS) Day where local high school students visit ARMC to meet EMS professionals and First Responders; free health and fitness 5K Walk/Run community event serving more than 2,500 local residents promoting health and fitness; the Take Your Child to Work Day giving employees’ children the chance to explore ARMC, learn about healthcare careers, and experience a day in the hospital; monthly blood drives that support patient care within ARMC and the broader community; and the annual Breast Cancer Survivors Celebration honoring former patients who have triumphed over cancer. ARMC Foundation is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.
Recommendation No. 6 will assist the City of Colton (Colton) by contributing funding to purchase three new motorcycles for its Police Department motor program. This contract serves the public purpose of providing for the law enforcement and safety needs of County residents and promoting the Countywide vision of ensuring development of a well-planned, balanced and sustainable County, and pursuing County goals and objectives by working with other agencies and stakeholders. Colton acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.
Recommendation No. 7 will assist Inland Empire Community Foundation (IECF) by providing funding from the Second District to support the Cultivating Inland Empire Latino Opportunity (CIELO) Fund. This contract services the public purpose of providing for the health and social service needs of County residents by advancing the well-being of Latino communities and strengthening community resilience, leveraging matching contributions from other partner organizations to the CIELO Fund to expand outreach efforts throughout the County and provide rapid response assistance, including food distribution; emergency shelter and temporary housing support; basic hygiene and household supplies; urgent medical and prescription assistance; transportation to medical, employment, or service-related appointments; and other short-term essentials that support health, safety, and daily functioning; legal and community services that promote self-sufficiency; and other essential support to families in need. IECF is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.
Recommendation No. 8 will assist the Regional Chambers of CommerceInland Empire, Inc. (RCCIE) by contributing funding to support its economic development initiatives within San Bernardino County’s Second District through programs such as Redevelopment and Business Improvement, Job Creation and Workforce Support, Business Promotion and Economic Development, and Community Engagement Initiatives. This contract serves the public purpose of providing for the economic and social service needs of residents and creating, maintaining and growing jobs and economic value in the county. RCCIE is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the project.
Recommendation No. 9 will provide funding, in collaboration with the Human Services Administrative Claim Departments, for community outreach and assistance programs to provide free hams and help fund other programs or initiatives during the holiday season for underserved communities in the county until the funds are fully depleted. The minimum 25% matching contribution is not applicable because the funding is being allocated to another County department.
Under the Board Discretionary Fund Priorities Program contract terms, the CEO, at the direction of the identified Supervisor, may extend the terms of the contracts, in writing, under the following conditions:
a. In aggregate, all extensions do not exceed 12 calendar months;
b. Is specifically requested by the contractor;
c. Will not change the project goals or scope of services;
d. Is in the best interest of the County and contractor in performing the scope of services under the contract; and
e. Does not alter the amount of compensation under the contract.
Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10. Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects. All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
