Recommendation
1. Approve Contract with Social Science Services, Inc. dba Cedar House Life Change Center to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related the delivery and expansion of substance use disorder treatment and recovery services at their Bloomington campus located at 18612 Santa Ana Avenue in Bloomington, in the not-to-exceed amount of $50,000, for the period of May 5, 2026 through May 4, 2028.
2. Approve Contract with the Seven Point, Inc. to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the 27th annual San Bernardino County Sheriff's Professional Rodeo Cowboys Association Pro Rodeo event scheduled for September 25 through 27, 2026, in the not-to-exceed amount of $20,000, for the period of May 5, 2026 through May 4, 2027.
3. Approve Contract with the Upland National Little League to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the roof repairs, upstairs upgrades, and restroom improvements at their building located at 701 East 8th Street in Upland, in the not-to-exceed amount of $15,000, for the period of May 5, 2026 through May 4, 2028.
4. Approve an allocation of $10,000 from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the Citizens on Patrol Program at the Fontana Station of the San Bernardino County Sheriff/Coroner/Public Administrator Department.
5. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program) for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.
The recommended projects will be funded by the Second District’s Priorities Program budget.
The following budget adjustments listed under Recommendation No. 6 will allocate sufficient appropriations to the San Bernardino County Sheriff/Coroner/Public Administrator’s (Sheriff) 2025-26 budget to assist with the costs related to the Citizens on Patrol Program (COP) at their Fontana Station.

BACKGROUND INFORMATION
Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents. Projects under the Priorities Program are based on District Supervisor discretion and are presented by each District Supervisor for Board approval.
Recommendation No. 1 will assist Social Science Services, Inc. dba Cedar House Life Change Center (Cedar House) by providing funding towards costs related to the delivery and expansion of substance use disorder treatment and recovery services for individuals and families across the county at the Cedar House Bloomington campus located at 18612 Santa Ana Ave., Bloomington, California, 92316. Eligible costs include general maintenance, infrastructure improvements, furnishings, equipment, and necessary technology. This contract serves the public purpose of providing for the health, safety, and social service needs of the County residents through expanding access to care for men and women with substance use and co-occurring disorders, foster recovery, encourage family engagement, and promote greater self-sufficiency. Cedar House is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.
Recommendation No. 2 will assist Seven Point, Inc. with costs related to the 27th annual San Bernardino County Sheriff's Professional Rodeo Cowboys Association (PRCA) Pro Rodeo (Rodeo) event scheduled for September 25 through 27, 2026 for purchases or rentals of equipment, entertainment, supplies, and event coordination expenses. Proceeds from the Rodeo benefits various charities that aid local youth including the Children's Fund, Boy Scouts of America, Golden Circle of Champions, and the Big Brothers Big Sisters of America. The Rodeo event also helps raise awareness and funds for crucial programs like "Tough Enough to Wear Pink," which combats breast cancer, and the "Man-Up Crusade," dedicated to ending domestic violence. This contract serves the public purpose of providing for the recreational and social service needs of County residents by raising funds for various charities. Seven Point, Inc. is a non-profit organization established by San Bernardino County Sheriff’s Deputies. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.
Recommendation No. 3 will assist the Upland National Little League (UNLL) by providing funding to assist with the costs related to the roof repairs, upstairs upgrades, and restroom improvements at their building located at 701 E 8th St., Upland, California, 91786. This contract serves the public purpose of promoting the health, safety, recreational and social service needs of County residents by supporting UNLL with maintenance costs for its facility so it may continue to offer free enrollment to participants who can utilize the baseball facility for games and tournaments. The UNLL is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.
Recommendation No. 4 will provide funding to assist Sheriff with the costs related to the COP Program at Fontana Station. These costs may include purchases of critical equipment, including LED safety flares, trunk organizers, high-powered flashlights, canopies, table covers, protective cold-weather and windbreaker jackets, and volunteer patches. The minimum 25% matching contribution is not applicable because the funding is being allocated to another County department. Recommendation No. 5 will allocate sufficient appropriations in the 2025-26 Sheriff budget to fund the COP Program expenses at Fontana Station.
Under the Priorities Program contract terms, the Chief Executive Officer (CEO), at the direction of the Second District Supervisor, may extend the terms of the contracts, in writing, under the following conditions:
a. In aggregate, all extensions do not exceed 12 calendar months;
b. Is specifically requested by the contractor;
c. Will not change the project goals or scope of services;
d. Is in the best interest of the County and contractor in performing the scope of services under the contract; and
e. Does not alter the amount of compensation under the contract.
Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10. Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects. All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
