RECOMMENDATION(S)

Recommendation

1.                     Approve the extension of Regional Parks annual entrance passes purchased between March 17, 2019 and March 16, 2020 for the length of time equivalent to the closure of all Regional Parks in response to the Novel Coronavirus. 

2.                     Authorize the Regional Parks Director or designee to accept annual entrance passes beyond expiration for the length of time equivalent to the closure of all Regional Parks in response to the Novel Coronavirus.

FINANCIAL IMPACT

Approval of this item will not require additional Discretionary General Funding (Net County Cost). The Regional Parks Department’s (Department) 2020-21 Recommended Budget includes a decrease in projected revenue in anticipation of further reduction to potential pass sales revenue.  

 

BACKGROUND INFORMATION

On March 4, 2020 the Governor of California proclaimed a State of Emergency as a result of the threat of the Novel Coronavirus (COVID-19).  The State issued a State Health & Emergency Officials Release Guidance to Prevent the Transmission of COVID-19 in Food and Beverage Venues on March 16, 2020 stating that restaurants should be closed for in-restaurant seated dining.  On March 19, 2020 The Governor’s Executive Order N-33-20 Stay at Home Order for all individuals to stay at their place of residence except as needed to maintain continuity of operations of federal critical infrastructure.  

 

As a result, the Department temporarily closed all of its nine Regional Parks, making annual pass holders unable to utilize their passes starting on March 17, 2020. Per the County Fee Ordinance, Section 16.0223: “Annual entrance passes are valid daily, except special events, for twelve months from date of purchase and are not transferrable”. Individuals who purchased an annual between March 17, 2019 and March 16, 2020 would not have the opportunity to visit a Regional Park during the dates their pass would have been potentially valid. 

 

The Department is requesting that the Board of Supervisors (Board) extend the expiration dates on annual entrance passes up to the amount of days the Regional Parks system remains closed due to the Novel Coronavirus pandemic and authorize the Department to accept such passes.
