Recommendation

Approve Revenue Interim Use Permit with Daniel Quiroga for the exclusive use Cucamonga-Guasti Regional Park on July 18, 2026, to hold a Colombian Festival event, for a minimum total revenue in the amount of $25,927.98.

FINANCIAL IMPACT

Approval of this Item does not require the use of Discretionary General Funding (Net County Cost). Under the Revenue Interim Use Permit (Permit), Daniel Quiroga (Permittee) will pay the Regional Parks Department (Department) a total of $25,927.98, as detailed in the table below.  All fees charged to the Permittee are consistent with the 2025-26 Board of Supervisors (Board) approved Fee Schedule.

The Permittee will also submit a $8,500 deposit to be used for any possible damage incurred to County property due to the Permittee’s use of the Cucamonga-Guasti Regional Park (Park). The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals, as well as security and the required insurance for the Permittee’s Colombian Festival event (Event). Adequate appropriation and revenue are included in the Department’s 2025-26 budget.

 

BACKGROUND INFORMATION

The Department operates and maintains eight regional parks, including the Park in the City of Ontario, and provides for the rental of park property through Board approved fees. The recommended Permit between the Department and the Permittee allows for a full park rental on Saturday, July 18, 2026, for the Event from 11:00 AM to 10:00 PM, with related set-up from 7:00 AM until 11:00 AM, and tear-down from 10:00 PM to 11:00 PM. The Department will receive a minimum of $25,927.98.

This recommended Permit aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support the Park maintenance and development.

 

This is the Permittee’s second Event at Cucamonga-Guasti and the Permittee has been doing the Event at the Pomona Fairplex for five years. The Permittee has also held the Event at Sierra Lakes in Fontana, Epic Events Center in Rancho Cucamonga, and Imagine That in Upland. The Event will be a celebration of Colombian Culture and will include food, games, and activities.  The Permittee will have exclusive use of the Park to hold the Event for family, friends and  all community members who want to celebrate Colombian Culture.
