RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Board Governed County Service Area 60 - Apple Valley Airport:

1.                     Adopt Resolution authorizing:

a.                     Filing of an application with the California Department of Transportation for an Airport Improvement Program Matching Grant in the amount of $5,410 for the Design and Engineering of an airport perimeter fence, with a term of four years from execution of the grant documents.

b.                     Acceptance of the allocation of $5,410 of Airport Improvement Matching Grant funds for the project.

c.                     Execution of an Airport Improvement Program Matching Grant Agreement for the project.

2.                     Authorize the Director of Airports to execute any documents required to apply for and accept the grant funds on behalf of the County and to amend the grant application and agreement to reflect the final costs upon project completion as it may affect the grant award.

3.                     Direct the Director of Airports to transmit all documents related to the application and acceptance of the grant in the above Recommendations to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost).  The total cost for the perimeter fence design project at the CSA-60 Apple Valley Airport (APV) is $108,215.  Project costs are 90% funded by the Federal Aviation Administration (FAA).  The remaining 10% will be comprised of a 5% matching grant from the California Department of Transportation (Caltrans) in the amount of $5,410, and a 5% match County share of $5,411 to be paid from the CSA 60 - Apple Valley Airport General Fund (400-300-4552)  Grant and match costs are detailed in the table below. This project is included in the FY 2022-23 budget for the Department of Airports.

BACKGROUND INFORMATION

Approval of this item adopts a resolution authorizing the submittal, acceptance, and execution of an Airport Improvement Program (AIP) Matching Grants for a total amount of $5,410 from the California Department of Transportation (DOT) Airport Improvement Program (AIP) Matching Grant.

 

The entire Air Operations Area (AOA) perimeter fence at Apple Valley Airport is in poor condition and in need of replacement. The proposed project includes the design, engineering and environmental study for the removal and replacement of approximately 35,500 linear feet of AOA fence and gates.  The need for this project is to meet the current Federal Aviation Administration (FAA) design standards for the height and condition of the fence, as well as provide for a safe airport operating environment.

 

The new fence will be an eight-foot chain link fence with an additional one foot of three strand barbed wire.  The installation of the fence will include ensuring a ten-foot clear zone on both sides of the fence for the entire perimeter.  As part of the project, all gates will be upgraded to match the fence height; however, the existing electric gates and the existing gate operators will be maintained.   All non-electric existing manual gates will be maintained.
