RECOMMENDATION(S)

Recommendation

1.                     Approve revenue agreement with Inland Empire Health Plan and IEHP Health Access for the Department of Public Health to provide Behavioral Health Services, for the period of June 1, 2020 through May 31, 2025.

2.                     Direct the Clerk of the Board to maintain confidentiality of the Agreement pursuant to California Health and Safety Code section 1457(c)(1).

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  Inland Empire Health Plan (IEHP) will reimburse the Department of Public Health (DPH) for Behavioral Health Services provided to IEHP members on a fee-for-service basis per patient for service(s) rendered. Revenue generated by DPH will depend on the quantity and types of services rendered.  DPH’s current budget reflects the inclusion of expenditures and revenue related to the expansion of Medi-Cal eligible patients.  Sufficient appropriation and revenue have been included in the DPH 2019-20 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

IEHP is one of two entities that have been chosen as a preferred County managed care plan for San Bernardino and Riverside Counties.  This recommended agreement is based on a new template that was approved by the IEHP Governing Board in August 2018.  The Behavioral Health provider agreement is between Inland Empire Health Plan (IEHP), IEHP Health Access, and San Bernardino County, Department of Public Health.  It allows DPH clinical therapists to deliver Behavioral Health Services to DPH assigned IEHP members in need of Medi-Cal expansion behavioral health services, often referred to as gap services.  IEHP members who meet the criteria for sustained mental illness or severity of mental illness are referred to the Department of Behavioral Health (DBH).  IEHP members, who are deemed “mild” as defined by Department of Health Care Services, are eligible for individual and group mental health evaluation and treatment; psychological testing when clinically indicated; outpatient drug therapy monitoring; and psychiatric consultation services, which cannot be rendered by a Primary Care Physician.

 

Approval of this agreement will allow DPH clinical therapists to provide gap services to DPH assigned patients for a five-year term.  It is anticipated that DPH can better serve existing patients when they become Medi-Cal eligible and are in need of Behavioral Health and Primary Care services at the DPH Health Centers located in Adelanto, Hesperia, Ontario, and San Bernardino.  DPH, DBH, and IEHP will work closely to provide the necessary services and to improve healthcare options and accessibility.

 

Pursuant to California Health and Safety Code section (c)(1) specific terms related to the rates of payment for health care services in a county medical facility are not immediately subject to laws related to public records; therefore, the Clerk of the Board is directed to maintain confidentiality of this Agreement.
