Recommendation
Approve Amendment No. 1 to Contract No. 20-875 with Soft Computer Consultants, Inc. dba SCC Soft Computer, for blood bank software compatible with Arrowhead Regional Medical Center’s Electronic Health Record system, increasing the total contract amount by $368,847.31, from $596,938.08 to $965,785.39, and extending the term an additional five years, for a total term of January 1, 2021 through December 31, 2030.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $368,847.31 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Amendment No. 1 to Contract No. 20-875 (Contract) with Soft Computer Consultants, Inc. dba SCC Soft Computer (SCC) will allow ARMC to continue operations by providing the standalone blood bank software necessary to function with ARMC’s current Electronic Health Record system (EHR) with Epic System Corporation (Epic). This software will allow ARMC Clinical Laboratory - Blood Bank to continue to provide optimal transfusion services.
This complex software integrated with Epic requires extensive validation and testing over an 8-month period prior to ARMC converting to Epic. Replacing SCC with another software would not be advisable nor feasible due to the technical demands (cost of programming and technical services, time required for project) and service interruption that would impact Blood Bank and ARMC operations.
On September 15, 2020 (Item No. 8), as the result of Request for Proposal ARMC120-ARMC-3681, the Board of Supervisors approved the Contract with SCC for blood bank software compatible with the new EHR, in the amount of $596,938.08, for a total contract period of January 1, 2021 through December 31, 2025.
ARMC recommends approval of the amendment with SCC, to allow ARMC to operate in a fiscally responsible and business-like manner while providing optimal transfusion services that increases the safety, health and social service needs of County residents.
