BACKGROUND INFORMATION

The Department’s Focus West Program (Program) provides education to juveniles on the consequences of negative behavior and holds them accountable for minor law violations, while allowing them to remain at home, in the County’s West Valley area. Under this program, the Chaffey Joint Union High School District (District) refers juveniles and their parents to counseling and educational classes provided at the Chaffey Adult School in Ontario. A Probation Officer and volunteers provide instruction on the topics of anger management, character and theft accountability, family dynamics, substance abuse, truancy, and weapons diversion in an effort to help divert at-promise youth from further involvement in the criminal justice system.

On May 3, 2016 (Item No. 39), the Board of Supervisors (Board) approved Agreement No. 16-185 with the District to share office and classroom space for the Program at the District’s Chaffey Adult School for the period of July 1, 2016 through June 30, 2021.

On June 8, 2021 (Item No. 57), the Board approved Agreement No. 21-415 with the District to share office and classroom space for the Program at the District’s Chaffey Adult School for the period of July 1, 2021 through June 30, 2024, with the option to extend the term for two additional one-year periods.

On March 12, 2024 (Item No. 28), the Board approved amendment No. 1 to Agreement No. 21-415 with the District to share office and classroom space for the Program, exercising the first of two options to extend the term by one year, for a new total period of July 1, 2021 through June 30, 2025, with no cost to the County.

Approval of the Amendment No. 2 will allow the Department to extend the contract term to continue the Program without interruption.
