RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Flood Control District:

1.                     Declare that Equipment No. 051305, a 2005 Caterpillar Motor Grader (Vehicle Identification Number CAT0143HJAPN00658), with an estimated value of $65,000, is surplus equipment as it is fully depreciated, no longer meets air quality requirements, has reached the end of its service life and/or is no longer necessary to meet the needs of the San Bernardino County Flood Control District, and has been replaced.

2.                     Authorize the sale of the surplus fixed asset identified in Recommendation No. 1, to be coordinated through the Purchasing Department, Surplus Property Division.

3.                     Authorize the Director of Fleet Management to execute all necessary documentation to transfer title for the surplus fixed asset identified in Recommendation No. 1.

4.                     Authorize the San Bernardino County Flood Control District to retain the proceeds from the sale of the surplus fixed asset identified in Recommendation No. 1 and deposit such proceeds into the Equipment Fund to offset costs of future equipment purchases.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The fully depreciated equipment value is estimated at $65,000 based on proceeds from recent auctions of similar fixed assets.  The funds raised by the sale of the fixed asset identified in Recommendation No. 1 will be used to pay any applicable auction fees.  Any remaining funds will be returned to the San Bernardino County Flood Control District (District) Equipment Fund (1970004140) to assist in the purchase of future equipment, as needed.

 

BACKGROUND INFORMATION

The District owns and operates a number of vehicles and heavy equipment pursuant to its mission of maintaining District facilities. District staff has determined that it is no longer economically beneficial to the District to continue to maintain and/or repair the 2005 Caterpillar Motor Grader identified in Recommendation No. 1 (Equipment), which is used for grading, leveling soil, and moving materials for construction and maintenance of dirt and gravel roads, as the expected life of this asset has been exceeded.

 

This action aligns with the County and the Chief Executive Officer’s goals and objectives to improve County government operations and to operate in a fiscally-responsible and business-like manner by disposing of surplus equipment no longer utilized by the District.

 

The Equipment has been replaced by newer units, which produce fewer emissions in accordance with mandates from the California Air Resources Board.  Selling the older unit is necessary to continue the District’s compliance with the South Coast Air Quality Management District.  Heavy equipment that does not meet air quality standards must be sold out of state. If the Equipment is declared surplus by the Board of Supervisors, the Equipment will be sent to the District’s contracted auction vendors for disposition, coordinated through the Purchasing Department, Surplus Property Division in accordance with the County’s Standard Practice No. 12-18 SP1.
