Recommendation
Acting as the governing body of the of the Inland Counties Emergency Medical Agency, approve a revenue contract with the State for California, Department of California Highway Patrol, Air Operations, to receive $20,000 ($4,000 per year), for providing access to the ICEMA’s Emergency Medical Services data system for the term July 1, 2021 to June 30, 2026, for statewide inclusion into the national database.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). Inland Counties Emergency Medical Agency (ICEMA) will receive a total of $20,000 for allowing the Department of California Highway Patrol (CHP) to access ICEMA’s Emergency Medical Services (EMS) data system over a period of five years. Sufficient appropriation and revenue have been included in ICEMA’s 2021-22 Recommended Budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
ICEMA, as the local Emergency Medical Services (EMS) agency, is responsible for ensuring effective EMS for the Counties of San Bernardino, Inyo, and Mono. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care hospital.
Data related to Emergency Medical Services (EMS) in California is compiled locally by EMS providers and Trauma Centers, as required by Title 22 of the California Code of Regulations. In most cases, this data is transferred to one of California’s 33 Local Emergency Medical Services Agencies (LEMSAs), which are responsible for the administration of EMS in accordance with Division 2.5 of the California Health and Safety Code. The data reflects patient treatment and outcome in EMS and trauma care. While this data can be used to plan and improve EMS/trauma care by LEMSAs, it does not provide the ability to compare, benchmark, or integrate with similar systems or statewide systems for performance improvement.
ICEMA, which is the LEMSA for the Counties of San Bernardino, Inyo, and Mono, has been contracted by the State of California, EMS Authority since 2013 to provide data collection and maintenance of statewide EMS and trauma data. The contract has funded development of a data repository, utilizing ICEMA data software, to provide a mechanism for statewide data collection. The project is so successful that ICEMA has submitted over one million EMS patient care records to the national database, marking the first data submission for California.
On April 7, 2015 (Item No. 59), the Board of Directors (Board) for ICEMA approved revenue Contract No. 15-158 allowing the CHP to access ICEMA’s EMS data system. The contract enabled the CHP to collect patient data on those patients transported in their EMS aircraft, and for that information to be subsequently included in the statewide data collection process. Similar contracts approved by the Board exist between ICEMA and North Coast Emergency Medical Services, Northern California Emergency Medical Services, Inc., Sacramento County EMS, and Sierra - Sacramento Valley Emergency Medical Services Agency.
The initial term of Contract No. 15-158 was for one year (from July 1, 2015 through June 30, 2016) in the amount of $4,500, with the option to extend for two additional one-year periods by mutual agreement of the parties.
On May 24, 2016 (Item No. 183), the Board approved Amendment No. 1 that exercised the first of the two one-year options. This action extended the term from July 1, 2016 through June 30, 2017, as well as increased the contract amount by $3,500 (from $4,500 to $8,000).
On May 2, 2017, (Item No. 73) the Board approved Amendment No. 2 that exercised the second of the two one-year options and extended the term for an additional year (from July 1, 2017 through June 30, 2018) and increased the contract amount by $3,500 (from $8,000 to $11,500) for annual access and maintenance fees.
On June 26, 2018, (Item No. 76), the Board approved Contract No. 18-165 that extended the term for an additional three years (from July 1, 208 through June 30, 2021) in the amount of $12,000 ($4,000 per year).
ICEMA is requesting approval of a new revenue contract with the CHP to continue to provide access to ICEMA’s EMS data system for statewide inclusion in the national database. The contract term will be for five years, effective July 1, 2021 through June 30, 2026.
