FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2021-22 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

Approval of this item will allow DPH to receive revenue from the Department of State Hospitals - Patton in the amount of $50,000 to provide full service public health laboratory services for Patton State Hospital’s patients, primarily at DPH’s laboratory facilities, when referred directly by a Patton staff physician, emergency medical physician, or a physician contracted with Patton.

DPH has been providing similar services to Patton since 2015.  Laboratory tests to be performed include tests related to communicable diseases and other conditions of public health importance.  DPH will be reimbursed based on the professional services fee schedule established by the Public Health Director in accordance with statutory requirements, actual costs of providing services, and/or prevailing rates, on file with the Clerk of the Board of Supervisors per County Code §16.0213A(c).  Medicare or other third-party insurance will be billed first prior to seeking compensation from Patton.

This item is being presented at this time as DPH received the new agreement on June 28, 2021, and this is the first available date following the required operational, fiscal, and legal reviews.  Approval at this time will have no impact on DPH as services will only be utilized when requested by Patton.
