Recommendation
Approve and authorize the submission of a combined agreement funding application to the California Department of Public Health for the period of July 1, 2019 through June 30, 2020, for the following programs:
1. Maternal, Child, and Adolescent Heath Program, in the amount of $912,066.
2. Black Infant Health Program, in the amount of $940,212.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The combined Agreement Funding Application (application) for the Maternal, Child, and Adolescent Health (MCAH) Program, in the amount of $912,066, and the Black Infant Health (BIH) Program, in the amount of $940,212, consists of federal Title V, Sudden Infant Death Syndrome Program, State General Fund, and Title XIX funds.
BACKGROUND INFORMATION
The California Department of Public Health (CDPH) provides noncompetitive funding for the MCAH and BIH Programs to local health departments to promote healthy living for mothers and their families through a focus on the comprehensive health, physical, and psychosocial needs of the maternal, child, and adolescent health population. The Department of Public Health (DPH) has received funding for the MCAH Program since 1987 and the BIH Program 1990 through 2010 and again beginning in 2014.
Through the MCAH Program, DPH performs core public health functions, including assessment, policy development, and health improvement by providing and ensuring that mothers and children, especially those with low income or limited access to services, have access to quality maternal and child health services. The MCAH Program promotes the need for appropriate levels of care to improve pregnancy outcomes and reduce maternal and infant morbidity and mortality.
The BIH Program is designed to meet the health related needs of pregnant and postpartum African-American women through a State standardized model that features group intervention to encourage empowerment and social support in the context of a life course perspective and through social service case management to link clients with the needed community and health related services.
On May 13, 2019, the County Administrative Office approved the submission of a draft of the combined application for the MCAH Program, in the amount of $912,066, and the BIH Program, in the amount of $940,212, for the period of July 1, 2019 through June 30, 2020. As required by CDPH, a draft must be submitted prior to DPH finalizing the application documents.
On July 12, 2019, CDPH provided DPH final approval of the MCAH portion of the application, followed by approval of the BIH portion on August 6, 2019. The combined application is for the period of July 1, 2019 through June 30, 2020. The Board of Supervisors approved combined application is due to CDPH by October 11, 2019.
