Recommendation
Approve contract with Community Solutions, Inc. for Juvenile Program Administrator Services, for a total not to exceed amount of $9,000,000, for the three-year period of September 1, 2024 through August 31, 2027, with the option to extend the term by one additional two-year period or two additional one-year periods.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of the contracted services will not exceed $9,000,000 over the three-year period from September 1, 2024 through August 31, 2027, with an anticipated annual cost of $3,000,000. Costs under the recommended contract include funding for sub-contracted services, program materials, staffing, operating, and administrative expenses. The contract will be funded by the Juvenile Justice Crime Prevention Act (JJCPA) Chapter 353, Statutes of 2000 (Assembly Bill 1913) and the Youthful Offender Block Grant (YOBG). Adequate appropriation and revenue have been included in the Probation Department’s (Probation) 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The tenets of the JJCPA require that the State and counties use a data-driven approach to balance public safety and reduce recidivism. To accomplish this, a concerted effort has been made to invest in evidence-based correctional sanctions and programs, including, but not limited to, day reporting centers, drug courts, residential multiservice centers, mental health treatment programs, electronic and GPS monitoring programs, victim restitution programs, counseling programs, community service programs, educational programs, and work training programs.
Probation’s Youth Day Reporting Centers (Youth DRCs) serve clients and deliver evidence-based programming that includes cognitive behavioral restructuring using a State approved curriculum, with an emphasis on addressing criminogenic and other wrap-around needs in coordination with local community partners. This approach allows Youth DRCs to target service delivery to clients most in need of services using local community resource partners that the client can continue to utilize following program completion. Youth also have access to a clothing/hygiene closet, gift cards/bus passes to assist with immediate need, summer camps, tattoo removal services, community service events, career days, forklift and food handler’s certification classes, and pro-social activities. Classes currently include anger management skills, drug and alcohol management, weapons diversion, building healthy relationships, gang involvement prevention, eliminating truancy, cognitive life skills, how to be more present as a father, parenting skills, and putting a stop to shoplifting. Additionally, other community partners provide positive mentoring, extra-curricular activities such as music production, film production, hip hop dance, basics on podcasting, video treatments, drumming, fitness training, yoga group and individual therapy, computer skills training, tutoring, healthy relationship classes, employment readiness and career preparation.
Despite the existing collaboration with numerous community-based organizations to provide services to clients, there remains a gap in services available to clients who need them the most. Probation is committed to accurately assessing the risk and needs of clients and determining the extent of intervention necessary to effect positive change. The implementation of a non-residential program will aid in closing the service gap for the justice involved and at-risk youth populations and promote community safety.
Approval of the recommended contract will allow Probation to reach its goal of accurately assessing the risk and needs of clients and determining the extent of interventions necessary to effect positive change. Community Solutions, Inc. (CSI) will provide oversight of the development, management, and administration of a non-residential day program at San Bernardino County (County) facilities, designed to provide enhanced treatment and rehabilitative services, cognitive behavioral modification, education and vocational programs under the purview of a Probation Program Manager. The Probation Program Manager will work with CSI to manage the non-residential program to develop outcome measurement, quality assurance, and audit guidelines for internal and external service providers to ensure the efficacy of current and future programming. The implementation of a non-residential program aligned with Probation operations will aid in optimizing the effectiveness of services for justice involved youth and promote community safety.
PROCUREMENT
Probation released Request for Proposal (RFP) No. PROB24-PROB-5285 on April 15, 2024, requesting interested and qualified agencies to provide Juvenile Program Administrator Services for the three-year period of September 1, 2024 through August 31, 2027. The RFP was publicly advertised through direct mailings to 289 agencies with related experience and posted on the County’s Electronic Procurement Network (ePro). Three proposals were received by the established deadline.
All three proposals met the minimum requirements and were evaluated by a team of Probation representatives. Evaluations were made based on the selection criteria listed in the RFP, which included qualifications and experience, financial, technical review, cost and references. CSI received the highest scoring and is being recommended for contract award. No written protests were received within the allowable period.
