RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve Contract with the Social Science Services, Inc. dba Cedar House Life Change Center to contribute funding towards the Cedar House Expansion Project, in the not-to-exceed amount of $350,000, for the period of December 17, 2024, through December 16, 2026.
b. Approve Contract with the City of Rancho Cucamonga to contribute funding towards the costs of the Heritage Park Bridge Replacement Project, in the not-to-exceed amount of $750,000, for the period of December 17, 2024, through December 16, 2025.
c. Approve Contract with the San Bernardino County Fire Protection District for the purchase and installation of lights, sirens, identifying decals, radio equipment and other necessary accessories for a snow vehicle, for the period of June 13, 2024, through January 31, 2025, reallocating remaining funds, in the amount of $12,960, which were previously awarded under Contract No. 23-593.
d. Approve Contract with the City of Chino to provide funding to purchase a public safety heavy-duty asset, in the not-to-exceed amount of $1,000,000, for the period of December 17, 2024, through December 16, 2026.
e. Approve Contract with the City of Montclair to contribute funding for the purchase of a custom aerial ladder truck, including necessary accessories, hoses, nozzles, communications devices, lights, sirens, and identifying decals, in the amount not-to-exceed $1,200,000, for the period of December 17, 2024 through December 31, 2027.
f. Approve an allocation of $494,249 from the 2024-25 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to the San Bernardino County Fire Protection District, to fund a potential lease agreement between the San Bernardino County Fire Protection District and Silverwood Development Phase I, LLC, for the San Bernardino County Fire Protection District to lease a new temporary fire station due to the lease supporting the social needs of San Bernardino County and the San Bernardino County Fire Protection District, pursuant to Government Code section 26227 and serving the San Bernardino County Fire Protection District purpose of fire protection and the emergency response services identified in Health and Safety Code section 13862, on the condition that the San Bernardino County Fire Protection District return the allocation of funds if the potential lease agreement between San Bernardino County Fire Protection District and Silverwood Development Phase I, LLC is not entered into by March 1, 2025.
g. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section.
2. Acting as the governing body of the San Bernardino County Fire Protection District:
a. Accept an allocation of $494,249 from the 2024-25 First District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to the San Bernardino County Fire Protection District to fund a potential lease agreement between San Bernardino County Fire Protection District and Silverwood Development Phase I, LLC to lease a new temporary fire station due to the lease supporting the social needs of San Bernardino County and the San Bernardino County Fire Protection District, pursuant to Government Code section 26227 and serving the San Bernardino County Fire Protection District purpose of fire protection and the emergency response services identified in Health and Safety Code section 13862, on the condition that the San Bernardino County Fire Protection District return the allocation of funds if the potential lease agreement between San Bernardino County Fire Protection District and Silverwood Development Phase I, LLC is not entered into by March 1, 2025.
c. Direct the Fire Chief to return the allocation of funds identified in Recommendation No. 2.b. if the potential lease agreement between San Bernardino County Fire Protection District and Silverwood Development Phase I, LLC is not entered into by March 1, 2025.
d. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), and June 11, 2024 (Item No. 110) the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, and $3 million respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.
Recommendation Nos. 1.a. and 1.b. will be funded by the Second District’s Priorities Program budget. Recommendation Nos. 1.c. and 2 will be funded by using reallocated First District Priorities Program funds originally allocated to Contract No. 23-593, which was approved by the Board on June 13, 2023 (Item No. 91). Recommendation Nos. 1.d. and 1.e. will be funded by the Fourth District’s Priorities Program budget. Recommendation Nos. 1.f. and 2.b. will be funded by the First District Priorities Program budget.

BACKGROUND INFORMATION
Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allowing individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life, and meet the needs of the County’s residents. Projects under the District Specific Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.
Social Science Services, Inc. dba Cedar House Life Change Center (Cedar House) is a multi-site, full-service provider in the battle against addiction. Cedar House provides lifesaving and life-changing treatment for adults struggling with substance use and co-occurring disorders. Cedar House is in the initial stages of its Expansion Project (Project), which includes constructing a new 17,000 square foot, two-story building designed to expand its services. This addition will increase capacity by 70 beds for in-house treatment, raising total capacity from 125 to 195 beds. The Project will also enhance outpatient treatment services by doubling the weekly service capacity, from 60 to 120 individuals, and introduce a new intensive outpatient treatment program. Recommendation No. 1.a. will assist the Second District Supervisor with providing for the health, safety and social service needs of county residents, by providing funding to the Cedar House to assist with the costs of the Project.
Recommendation No. 1.b. approves a contract with the City of Rancho Cucamonga (City) to contribute funding in the not-to-exceed amount of $750,000 towards the Heritage Park Bridge Replacement Project. Heritage Park (Park), situated in the northwestern region of the City, serves as a popular recreational hub, attracting numerous visitors each year. The Park is uniquely located by the Demens Creek Channel and offers various amenities, including a playground, baseball and soccer fields, and an Equestrian Center connected to the equestrian trail network. Due to its size and accessible location, the Equestrian Center also acts as a staging area for emergency responses in the foothill areas. In 2019, the City conducted a structural evaluation of the three bridges providing primary access over Demens Creek Channel. After reviewing reports and considering all options, it was concluded that all three bridges should be demolished and replaced with a single bridge structure. The Heritage Park Bridge Replacement Project is estimated to cost $3,000,000, with the County contributing $750,000, to enhance Park infrastructure, supporting community equestrian recreation and serving as a critical staging area for emergency services responding to disasters, such as fires, in the nearby foothill areas. Providing funding to the City serves the public purpose of providing for the safety, health, emergency, recreational, and social service needs of county residents.
On March 1, 2023 (Item No. 1), the Board ratified the proclamation of a local emergency due to the extreme weather event that began on February 22, 2023, and impacted the County. On June 13, 2023 (Item No. 91), the Board approved Contract No. 23-593 with the San Bernardino County Fire Protection District (SBCFPD) to allocate $375,000 for the purchase of a snow vehicle, with a contract term of June 13, 2023, through June 12, 2024. SBCFPD was able to purchase a snow vehicle, totaling $362,040, prior to the expiration of Contract No. 23-593; however, supply chain delays have postponed the purchase and installation of lights, sirens, identifying decals, radio equipment and other necessary accessories for the snow vehicle. To ensure all expenditures to date are allowable, the First District requests retroactive approval of this contract to June 13, 2024. Recommendation Nos. 1.c. and 2 will continue to assist the First District Supervisor with the public purpose of providing for the health, public safety and law enforcement needs of county residents. However, no additional funding (in excess of the $375,000 previously allocated under Contract No. 23-593) is being allocated to SBCFPD under this contract for these additional purchases and installations associated with the snow vehicle. The acquisition of a new snow vehicle and necessary accessories will enhance the capabilities of SBVFPD Firefighters in the Wrightwood area, supporting recovery and resilience efforts following the winter storm response efforts and County’s declared state of emergency.
Recommendation No. 1.d. assists the Fourth District Supervisor with the public purpose of providing for the health, public safety, emergency response, and law enforcement needs of county residents by providing funding to the City of Chino towards the purchase of a public safety heavy-duty asset for the Chino Police Department. Acquiring this asset will enhance the Chino Police Department’s mobility, improve response times, and improve operational effectiveness, allowing officers to better serve and protect the community.
Recommendation No. 1.e. assists the Fourth District Supervisor with the public purpose of providing for the health and public safety needs of county residents by providing funding to the City of Montclair (Montclair)for the purchase of a custom KME Tractor Drawn Aerial apparatus, including necessary accessories, hoses, nozzles, communications devices, lights, sirens, and identifying decals to provide the City of Montclair Fire Department (Fire Department) with an aerial ladder truck capable of responding locally within Montclair and regionally throughout the county. The Fire Department’s current front-line ladder truck was obtained in 2020 and is a 2004 American La France 100 foot aerial ladder truck. The vehicle is 20 years old and was purchased by Montclair as a refurbished unit. However, it has been out of service a significant amount of time since its inception due to a substantial repair history. Over the years, the Fire Department has relied heavily on the use of reserve engines to supplement the out of service time of the aerial ladder truck. Due to the anticipated growth of Montclair as well as the surrounding areas, it is critical to have a reliable front-line ladder truck for which to serve the community and to provide a unit that can protect the increased vertical integration and construction planned for the area.
The Silverwood Community (Project) is a planned development consisting of approximately 1,884 residential lots, roads, a school, parks, and related infrastructure for the master planned Silverwood Residential Community in Hesperia, served by SBCFPD. Recommendation Nos. 1.f. and 2.b. approve an allocation from the First District’s Priorities Program budget to SBCFPD to fund a potential lease agreement between SBCFPD and Silverwood Development Phase I, LLC. This potential lease agreement would secure a temporary site for SBCFPD to operate a fire station during the Project’s construction, serving both the new development and the surrounding existing homes. This allocation enhances the public safety, health, and social services needs of county residents by supporting a leased fire station, enabling SBCFPD to respond more effectively in southern Hesperia. The temporary site will reduce response times and improve emergency outcomes for the Hesperia community. The Real Estate Services Department and SBCFPD will present a future item to the Board for the approval of the lease agreement. If the lease agreement is not entered into by March 1, 2025, SBCFPD will return the allocation of funds to the County.
Under the Board Discretionary Fund Priority Program contract terms, the CEO, at the direction of the identified District Supervisor, may extend the term of the recommended contracts in writing, under the following conditions:
a. In aggregate all extensions do not exceed 12 calendar months;
b. Is specifically requested by the contractor;
c. Will not change the project goals or scope of services;
d. Is in the best interest of the County and contractor in performing the scope of services under the contract; and
e. Does not alter the amount of compensation under the contract.
Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10. Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects. All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
