Recommendation
Approve Amendment No. 2 to Contract No. 20-41 with the San Bernardino County Transportation Authority, for the State Route 38 and Standfield Cutoff Roundabout Project in the Big Bear Lake area, to update Attachment A Description of Project and Milestones and extend the contract term by one and a half years, for a total contract period of March 3, 2020 through June 30, 2027, with no change to the current total funding amount of $4,227,204.

FINANCIAL IMPACT
Approval of Amendment No. 2 (Amendment) will not result in the use of additional Discretionary General Funding (Net County Cost). The State Route 38 (SR-38) and Standfield Cutoff Roundabout Project in the Big Bear Lake area (Project) is funded by the Measure “I” 2010-2040 Mountain Subarea Major Local Highway Program (MLHP), administered by the San Bernardino County Transportation Authority (SBCTA), in the amount of $4,227,204, State of California (State) Highway Operations and Protection Program (SHOPP) Minor B funds of $300,000, Gas Tax revenues of $136,767, and Discretionary General Funding in the amount of $405,000 allocated to the Department of Public Works (Department) in the 2015-16 recommended budget, and $1,730,449 approved by the County’s Board of Supervisors (Board) on December 17, 2024 (Item No. 80). The estimated total Project cost is approximately $6.8 million. Sufficient revenue and appropriation are included in the Department’s 2025-26 Road Operations budget (6650002000 H15055) and will be included in future recommended budgets.
BACKGROUND INFORMATION
Stanfield Cutoff is a two-lane north-south road that intersects east-west SR-38 at a four-way approach. The Project will construct a roundabout at this intersection to optimize traffic flow and reduce congestion in the Big Bear Lake area.
Construction is underway with anticipated completion in May 2026. The construction closeout phase, including final billing to SBCTA, is anticipated to continue through summer 2027, requiring an extension to the contract term from December 30, 2025 to June 30, 2027.
On January 28, 2020 (Item No. 30), the Board approved Contract No. 20-41 (Contract) with SBCTA, which authorized the County to receive Measure “I” MLHP funds in an amount of $500,000 for the planning study, project approval and environmental documents (PA/ED), and plans, specifications, and estimate (PS&E) phases of the Project.
On March 1, 2022 (Item No. 44), the Board approved Amendment No. 1 to the Contract with SBCTA, which increased the Measure “I” MLHP funds by $3,727,204, from $500,000 to $4,227,204, added the right-of-way and construction phases, updated the Agreement Attachments A and B, and extended the contract’s term from June 30, 2022, to December 30, 2025.
Approval of Amendment No. 2 will replace Attachment A with revised Attachment A.1 updating the project milestone dates and extending the contract term to June 30, 2027, to allow for project completion, final billings, and closeout. SBCTA approved Amendment No. 2 on September 15, 2025.
This item meets the County and the Chief Executive Officer’s goals and objectives of operating in a fiscally responsible and business-like manner and working with other agencies and stakeholders by allowing the County to continue working with SBCTA to ensure the Project is fully completed.
