Recommendation
1. Approve Amendment No. 1, effective July 1, 2021, to Memorandum of Understanding, County Contract No. 19-644, with Yolo County Health and Human Services Agency establishing the terms and conditions of the Data Driven Recovery Project, extending the contract for an additional six months with no change to the original funding amount of $49,000, for the total contract period of September 24, 2019 through December 31, 2021.
2. Approve Amendment No. 1, effective July 1, 2021, to Memorandum of Understanding, County Contract No. 20-286, with O’Connell Research, Inc. for Data Sharing and Analysis services in support of the Data Driven Recovery Project, extending the contract for an additional six months, for the total contract period of May 19, 2020 through December 31, 2021.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Memorandum of Understanding (MOU) with Yolo County Health and Human Services Agency (Yolo County) has no change to the contract amount of $49,000. O’Connell Research, Inc. (O’Connell) is paid through a separate agreement with Yolo County, and the Department of Behavioral Health (DBH) has no financial obligation under that agreement. Adequate appropriation and revenue have been included in DBH’s 2021-22 budget.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder services to San Bernardino County residents who are experiencing major mental illness and/or substance use disorders.
Recommendation No. 1
The MOU with Yolo County established the terms and conditions under which the Data Driven Recovery Project (DDRP) functions. The DDRP supports the goal of behavioral health delivery innovation by blending approaches and tools to help better understand the unique challenges faced by those with behavioral health needs in the criminal justice system. By blending process improvement with system perspectives and the data analytics, it is envisioned that stakeholders have a new lens to innovate with the goal of improving outcomes and reducing recidivism.
Yolo County entered into an agreement with the Mental Health Services Oversight and Accountability Commission for the DDRP that requires the following from Yolo County:
• The creation of inter-County workgroups;
• Consultation between counties and a consulting agency; and
• A list of deliverables due over the course of the agreement.
Statewide, counties are experiencing an increase in the number of individuals in contact with the criminal justice system as a direct result of their behavioral health conditions. Through statewide ballot initiatives, local polls, and stakeholders, Californians have spoken and indicated that they want these individuals to receive treatment, not incarceration. The DDRP offers counties direct assistance in leveraging their existing behavioral health records with criminal justice entities including jails, courts, and probation to make more specific data driven system design decisions.
On September 24, 2019 (Item No. 11), the Board of Supervisors (Board), approved the MOU with Yolo County to establish the terms and conditions under which the DDRP will function, with access up to $49,000 to support establishing a Project Charter specific to the County of San Bernardino, for the period September 24, 2019 through June 30, 2021.
Recommendation No. 2
Yolo County established an agreement with O’Connell as a collaborative partner to assist participating counties with the research and data analysis. Data sharing is an essential piece to the success of the DDRP and therefore DBH entered into a MOU with O’Connell Research Inc. to establish the terms and conditions under which DBH would receive these services in the area of County Level Assistance Tools. These services include, but are not limited to consultation and meetings with leadership and staff, the development of logic models that link system and client outcomes to program design, creation of process maps, development of data dictionaries and programming code, and the development of one new program design or grant application that will serve as a training for staff in how to leverage the work in the project design.
On May 19, 2020 (Item No. 29), the Board approved the MOU with O’Connell to for Data Sharing and Analysis services in support of the DDRP with Yolo County, for the period of May 19, 2020 through June 30, 2021, with one-year extension options upon agreement by both parties.
The recommended amendments will extend the MOUs with Yolo County and O’Connell through December 31, 2021 for continued support of the DDRP. DBH will monitor the MOUs on a regular basis to ensure standards are met.
