Recommendation
Approve contracts with the following vendors to provide on-call site clearance services with an aggregate amount not to exceed $9,000,000 for the period of December 11, 2023, through December 10, 2026, with the option to extend two, additional one-year periods.

FINANCIAL IMPACT
Approval of these contracts will not result in the use of additional Discretionary General Funding (Net County Cost). The aggregate cost for these services shall not exceed $9,000,000 for the period of December 11, 2023, through December 10, 2026. Sufficient appropriation has been included in the Land Use Services Department (LUS) Code Enforcement 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
LUS administers Code Enforcement (CEN) activities to protect the public’s safety, welfare, and property values in accordance with state and local laws. Throughout the county unincorporated areas, there are hundreds of properties with existing nuisance conditions such as junk, trash, and debris, or that have structures that are abandoned, or in derelict condition. Many of these properties have been identified as maintaining illegal cannabis cultivation sites with additional nuisance conditions existing on them. The County has ordered property owners to repair or secure structures, clean up the properties, and/or remove the nuisance conditions. When the property owners do not respond to the order, the County must take action to ensure the safety of the community. The County often seeks administrative abatement warrants to address these violations, which allows County staff or contractors to enter a property and perform remediation work to correct the violations. Both selected vendors, MEC, Inc., and Precision Works, Inc. perform abatements of nuisances related to land use violations and illegal activities throughout the county as directed by CEN.
PROCUREMENT
On May 1, 2023, a Request for Proposal (RFP) No. LUSD23-LUS-4919 was released through the County’s Electronic Procurement System (ePro) to identify vendors for on-call site clearance services. LUS received proposals from MEC, Inc., and Precision Environmental. Both vendors met the RFP requirements and are qualified to provide the needed services. On June 21, 2023, Notice of Intent to Award letters were sent to both vendors. No protests were received during the 10-day appeal/protest period.
