RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of a grant application to the California Department of Public Health, for continued support of the Women, Infant, and Children Nutrition Program, in the amount of $40,040,578, for the period of October 1, 2025 through September 30, 2028.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments or application documents required to receive the grant award, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit any subsequent non-substantive amendments relating to this grant application to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The application in the amount of $40,040,578 to the California Department of Public Health (CDPH) for the Women, Infants, and Children (WIC) Nutrition Program does not require a local match.
BACKGROUND INFORMATION
The United States Department of Agriculture, Food and Nutrition Services provides WIC funding to CDPH, which in turn allocates funds to local agencies. The Department of Public Health (DPH) has received WIC funding since 1977. WIC helps low-income pregnant women, new mothers, infants, and young children to eat well and stay healthy by offering services that include breastfeeding education and lactation support, nutrition education, and the provision of foods that contain important nutrients, promoting healthy pregnancies and assisting in the healthy growth of children. WIC also provides supplemental formula assistance and referrals to community resources to enable families to thrive. WIC is a vital program that ensures vulnerable families can access nutritious foods and education on healthy eating habits.
DPH recommends approval of the grant application in the amount of $40,040,578, for the period of October 1, 2025 through September 30, 2028, as this funding would allow DPH to continue providing vital nutrition and education services to support healthy families.
DPH will return to the Board of Supervisors (Board) to accept funding, if awarded.
