Recommendation
Ratify the Authorization to Submit Application letter signed by the Chairman of the Board of Supervisors on December 15, 2025, supporting the Mountain Rim Fire Safe Council’s application for the 2025 California Fire Safe Council County Coordinators Grant on behalf of San Bernardino County.

FINANCIAL IMPACT
Mountain Rim Fire Safe Council (Mountain Rim) is a non-County entity and is applying as a subrecipient of the 2025 Fire Safe County Coordinators grant application. Approval of the ratification of the authorization to submit an application on behalf of San Bernardino County will not result in the use of Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
The California Fire Safe Council (CFSC) is a non-profit organization and part of its mission is to assist local fire safe councils to obtain funding for wildfire preparedness. CFSC received funding from the 2025 California Department of Forestry and Fire Protection (CAL FIRE) County Coordinators Statewide Grant (Grant), a program of the Community Wildfire Preparedness Project, which is funded in full by CAL FIRE as part of the California Climate Investments Program. This program assists counties with wildfire mitigation outreach and coordination. The objective of the Grant is to educate, encourage, and develop county-wide collaboration and coordination among various wildfire mitigation groups operating within counties containing State Responsibility Area (SRA) lands.
It is a requirement of the Grant that if a non-profit organization desires to apply as a subrecipient of Grant funds, they are required to receive an authorization from their local County to submit an application. Mountain Rim requested a letter of support to submit an application for Grant funds on behalf of San Bernardino County. On December 15, 2025, the Chair of the Board signed the authorization for Mountain Rim to submit an application on behalf of San Bernardino County. Due to timing constraints, the approval of the authorization to submit the application could not formally be presented to the Board in time, so ratification of the authorization is being requested at the first possible Board meeting.
If the Grant application is approved, Mountain Rim, as a subrecipient, will work closely with the Board or designees and other fire mitigation groups within the County to meet the County Coordinator grant objectives of educating, encouraging, and developing county-wide collaboration and coordination to execute the scope of the grant program and meet project metrics and deliverables.
