RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program Project No. 25-189, in the amount of $685,259, for the A Restorative Integration for Successful Engagement Secure Youth Treatment Facility Walk-in Freezer Replacement Project, located at 21101 Dale Evans Parkway in Apple Valley, to procure and install a walk-in freezer.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to fund the Capital Improvement Program Project, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Approval of the Recommendations will allow for the funding of the A Restorative Integration for Successful Engagement (ARISE) Secure Youth Treatment Facility Walk-in Freezer Replacement project (Project) No. 25-189 (WBSE 10.10.1841). The project will be funded with one-time salary savings from existing Youthful Offender Block Grant (YOBG) funded positions from the Probation Department (Probation).

 

The table below reflects the budget adjustments requested by Probation to fund the Project through one-time use of salary savings from vacant YOBG-funded positions.

BACKGROUND INFORMATION

Probation through the ARISE SYTF program provides tools and rehabilitative services necessary to prevent recidivism and ultimately a successful reintegration back into the community.

 

Recommendation No. 1 will authorize a Capital Improvement Project to replace the aging walk-in freezer and refrigeration units at the ARISE SYTF as required under Chapter 337, Statues of 2021 (Senate Bill 823) and Chapter 18, Statues of 2021 (Senate Bill 92), as the equipment has reached the end of its useful life. This initiative is critical to maintaining operational efficiency and meeting the demands of the facility, particularly due to environmental conditions that include summer temperatures exceeding 105 degrees. Specialized equipment is required to ensure reliable performance under these extreme conditions.

 

The project scope includes the replacement of the rooftop condensers and connected coils with the storage boxes to ensure optimal cooling efficiency. Additionally, a rooftop shade structure will be constructed to mitigate radiant heat exposure. This structure will not only reduce the thermal load on the new equipment but also extend its operational lifespan. Roofing repairs will also be carried out as needed to support the replacement process and the installation of the shade structure, ensuring structural integrity and longevity.
