RECOMMENDATION(S)
Recommendation
1. Direct the Clerk of the Board of Supervisors to post a notice of vacancy on May 5, 2026, for one position on the Board of Directors for the Mojave Desert Resource Conservation District.
2. Set a date of May 19, 2026, at 5:00 p.m. as the deadline to submit applications for the position of Director.

BACKGROUND INFORMATION
The Mojave Desert Resource Conservation District (MDRCD) has informed the County of the vacancy on the District’s Board of Directors. Approval of this item will direct the Clerk of the Board of Supervisors to post a notice of vacancy for one position on the Board of Directors for the MDRCD and set Tuesday, May 19, 2026, at 5:00 p.m. as the deadline to submit applications for the position. These recommended actions are necessary to comply with the California Public Resources Code.
The MDRCD has accepted the resignation of Earl Graham, a member of the District’s Board of Directors, effective April 1, 2026. As provided in Section 9316 of the California Public Resources Code, in case of a vacancy in the office of director appointed pursuant to Section 9314, the vacancy shall be filled, as provided in Section 9314, by appointment for the unexpired term by the Board of Supervisors of the principal county. Mr. Graham was appointed pursuant to Section 9314 on September 23, 2025 to a term expiring November 24, 2028.
An applicant for Director of a Resource Conservation District must be a registered voter in the State of California, and (1) reside within the district and either own real property in the district or have served for two years or more as an Associate Director providing advisory or other assistance to the District Directors, or (2) be a designated agent of a resident landowner within the district.
The Chair of the Board of Supervisors (Board) will review applications and select the applicant to be appointed by Board action during a future meeting.
