RECOMMENDATION(S)

Recommendation

1.                     Conduct a public hearing to consider amendments to the Countywide Policy Plan and Business Plan related to the establishment and implementation of truck routes pursuant to Assembly Bill 98.

2.                     Adopt the Addendum to the San Bernardino Countywide Plan Program Environmental Impact Report (State Clearing House. No. 2017101033).

3.                     Adopt the findings recommended by the San Bernardino County Planning Commission for approval of the Policy Plan amendments.

4.                     Adopt Resolution that:

a.                     Amends the text and maps of the Transportation and Mobility Element related to countywide truck routes and unincorporated truck routes as part of the First Cycle 2025 Policy Plan Transportation and Mobility Element Amendment.

b.                     Amends the glossary of terms section of the Policy Plan related to sensitive receptors in the context of truck routes.

c.                     Amends the text of the Business Plan’s Implementation Plan related to establishment and enforcement of truck routes.

5.                     Direct the Land Use Services Department to file a Notice of Determination in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The updates to the County Policy Plan Transportation and Mobility Element Update were funded with the Land Use Services General Plan/Development Code Amendments reserve. Adequate appropriation and revenue to complete this action have been included in the Land Use Services Department, Planning Division (LUS) 2025-26 Budget Funding.

 

BACKGROUND INFORMATION

Recommendation No 1. amends the Countywide Plan as it relates to the establishment of truck routes. The Countywide Plan is organized around two main documents: (1) the Policy Plan, and (2) the Business Plan. The Policy Plan serves as the County’s general plan, whereas the Business Plan provides overarching and ongoing guidance for implementation of County policies and processes.

 

Recommendation No. 4 amends the following items in the Countywide Plan:

 

                     Text and map amendments to the Policy Plan’s Transportation and Mobility Element. The proposal consists of amending Policy Plan Map TM-5 (Goods Movement), adding Policy Map TM-5A (Goods Movement Valley Region), and text amendments to Policy TM-5.5 (Countywide Truck Routes) and Policy TM-5.6 (Unincorporated Truck Routes).

                     Text amendment to the Policy Plan’s glossary of terms adding a definition for “sensitive receptor” in the context of truck routes.

                     Text amendments to the Business Plan’s Implementation Plan. The proposal consists of amending Policy IMP-2021-TM-10 (Truck Routes) and adding Policy IMP-2025-TM-11 (Truck Route Enforcement) related to the implementation of truck routes.

 

Pursuant to Assembly Bill 98 (AB 98), the County is required to amend its circulation element of its general plan to adopt local truck routes by January 1, 2026. The Policy Plan’s Transportation and Mobility Element serve as the County’s circulation element under general plan law. (Government Code Section 65300 et seq.) A detailed and comprehensive analysis of the proposed amendments to the Countywide Plan is included within the Planning Commission Staff Report and attached as a supporting document to this item.

 

An addendum to the 2020 Countywide Program Environmental Impact Report (PEIR) (SCH. No. 2017101033) was prepared for the proposed amendments, which is attached as a supporting document to this item. The PEIR addendum concludes that the proposed amendment to the Countywide Plan would not result in new or more severe impacts than what was previously analyzed for the adoption of the Countywide Plan, and it would not trigger the need for preparation of a subsequent or supplemental EIR under the criteria established by the California Environmental Quality Act. No additional environmental review or mitigation is necessary.

 

The County Code requires a recommendation from the San Bernardino County Planning Commission (Planning Commission) for final action by the Board of Supervisors on the amendments to the Policy Plan. At the Planning Commission hearing on October 23, 2025, two in-person public comments were made in favor of the proposed amendments. A total of 17 comments were submitted expressing concerns related to truck traffic, potential noise, infrastructure improvements, and the need for better enforcement of existing and future truck routes. The Planning Commission recommended approval of the proposed amendment by unanimous 4-0 vote (Fourth District Commissioner absent), with a modification to the text of Policy IMP-2021-TM-10 (Truck Routes) of the Implementation Plan to include an annual review of truck routes. The Planning Commission’s recommendation and proposed findings are included within the Planning Commission Staff Report and attached as a supporting document to this item.

 

LUS coordinated with the Department of Public Works regarding the process and procedure to establish the recommended weight-restricted roadways included within Table TM-2 following the Planning Commission hearing. Because the establishment of highway restrictions are regulated by the California Vehicle Code and Title 5 of the County Code, and the establishment of weight-restricted roadways is not a requirement of AB 98, Table TM-2 from the proposed amendment have been removed. The implementation of the recommended weight-restricted roadways will be considered and processed by the County’s Road Commissioner consistent with the procedure and requirements set forth in Title 5 of the County Code.   

 

In response to community feedback opposing the designation of Cedar Avenue in Bloomington as a truck route, Cedar Avenue has been removed from the list of proposed truck routes in Phase I of the project. The evaluation of Cedar Avenue as a truck route will continue during Phase II. This allows the County to more comprehensively assess the impacts of adopted routes established by both the County and adjacent jurisdictions as it relates to Cedar Avenue.
