RECOMMENDATION(S)
Recommendation
1. Award a construction contract, in the amount of $679,000, to Wakeco, Inc., for the ARMC Sterilization System Installation - Mobile SPD Trailer Project in Colton.
2. Authorize the Director of Project and Facilities Management Department to order any necessary changes or additions to the work being performed under the contract, for a total not to exceed $46,450 pursuant to Public Contract Code Section 20142.
3. Authorize the Director of Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The project budget of $5,212,983 is funded with ARMC Enterprise Funds. Sufficient appropriation and revenue are included in the 2024-25 Capital Improvement Program (CIP) budget to award this contract.

BACKGROUND INFORMATION
Approval of this item will allow the Project and Facilities Management Department (PFMD) to award a construction contract to Wakeco, Inc. for the Project (WBSE 10.10.1142) located in Colton, which will utilize and tie in existing underground utilities to provide points of connections to support the operation and deployment of the Mobile Sterile Processing Department (SPD) located at the north end of the loading dock of ARMC. This is to allow ARMC to continue to operate the SPD unit while the decontaminated area of SPD is undergoing equipment replacement and remodeling. The Mobile SPD Trailer needs to be operational before starting the remodel phase in SPD. This Project includes installing seismic anchor points for the SPD trailer, a temporary covered platform, and the tie-in to existing underground utilities for power, water, fire sprinkler, fire alarm, date, and sewage.
This project is structured as the first of a two-phase effort. Phase 1 addresses the installation and setup of the Mobile SPD trailer. A separate BAI for Phase 2 is currently in progress and will address the remaining aspects of the project.
On July 9, 2024 (Item No. 27), the Board of Supervisors (Board) found the Project to be categorically exempt from further review under Section 15302, Class 2, subsection (b) and (c), Replacement or Reconstruction of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations). No additional CEQA review is required at this time.
This Project is consistent with the County Administrative Office (CAO) approved CIP Project No. 21-154.
PROCUREMENT
On July 9, 2024 (Item No. 27), the Board authorized PFMD to advertise for competitive bids via Request for Proposals (RFP) No. ANE223-ANE2C-5179. PFMD advertised for bids in the Daily Press on July 12, 2024, and on the County Electronic Procurement Network (ePro). On August 6, 2024, at 10:00 A.M. contractors attended a mandatory job walk. On September 5, 2024, at 10:00 A.M., the following two bids were received:
