RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 16 to Hospital Services Agreement No. 13-160 with Molina HealthCare of California, Inc. to provide reimbursed healthcare services for Med-Cal Managed Care recipients, Molina Medicare Options Plus recipients, Dual recipients, Molina Health Benefit Exchange Product recipients, and other Molina product recipients by extending the term 108 days, retroactive to September 1, 2019, for a total contract period of May 1, 2013, through December 17, 2019.
2. Direct the Clerk of the Board to maintain confidentiality of the Agreement pursuant to Health and Safety Code section 1457(c)(1).

FINANCIAL IMPACT
Approval of these recommendations will not result in the use of Discretionary General Funding (Net County Cost). Expenditures for medical services provided under this contract by Arrowhead Regional Medical Center (ARMC) are reimbursed by Molina Healthcare of California, Inc. (Molina) based on the agreed upon rates. Sufficient appropriation and revenue is included in the ARMC 2019-20 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The County of San Bernardino (County) on behalf of ARMC has contracted with Molina since 2000 for the provision of healthcare services to eligible Molina participants. The last agreement between the County and Molina was approved by the Board of Supervisors on April 23, 2013 (Item No. 12). This agreement has been amended by the parties 15 times and expired by its own terms on August 31, 2019. The recommended amendment will extend this agreement with Molina and allow the County and Molina to further negotiate a new agreement. Approval of this amendment will also allow ARMC to provide for the safety, health and social service needs of those County residents who are recipients of Molina healthcare products, and be reimbursed at the contract rates for services provided. ARMC is a Safety Net Hospital, and the amendment will ensure the provision of reimbursed healthcare services to Molina recipients.
This amendment is retroactive to September 1, 2019, due to the amendment being received from Molina on September 25, 2019, and this is the first Board meeting available after reviews by County departments. This amendment allows time for Molina and ARMC to further negotiate a new agreement. A new agreement will be presented to the Board on or before the December 17, 2019 termination date.
Pursuant to Health and Safety Code section 1457(c)(1), specific terms related to the rates of payment for health care services are not immediately subject to laws related to public records; therefore, the Clerk of the Board is directed to maintain confidentiality of this agreement.
