FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Board of Supervisors (Board) approved a budget of $500,070 for the Arrowhead Regional Medical Center (ARMC) Pneumatic Tube System Project (Project) (WBSE 10.10.0742), which includes the $299,445 for purchase of the Pneumatic Tube System Upgrade, as part of the 2021-22 Capital Improvement Program (CIP) Budget.

BACKGROUND INFORMATION

The approval of the Proposal and issuance of a purchase order with Swisslog Healthcare will allow for the upgrade of the Pneumatic Tube System (PTS) software and system controls, currently used at the ARMC facility.  The existing PTS is outdated, causing the existing system to fail constantly and lose productivity and time.  Upgrading the PTS to the new electronic system will improve system downtime, result in fewer alarms and less time spent maintaining the system, reduce calls from users, improve clinical staff satisfaction, and reduce maintenance cost.

Swisslog Healthcare will upgrade 47 Pneumatic Tube Stations.  The scope of work for each station includes replacing the station panel with a touchscreen, replacing the welded station motor plate with a Radio Frequency Identification (RFID) enabled extruded motor plate, upgrading the sensor, and adding an RFID enabled dispatcher to convert the current system to Ethernet communication.  Additionally, Swisslog Healthcare will provide System Ethernet Conversion equipment which will allow for the PTS to continue to function, as the old systems will no longer be supported.

PROCUREMENT

The PTS currently in use at ARMC is manufactured by Swisslog Healthcare and has been in service for several years.  Products provided include software, station control panels, and a Pneumatic Tube System.  These products are proprietary and can only be sourced through Swisslog Healthcare.

The partnership with Swisslog Healthcare on this Project will allow ARMC to upgrade the PTS while maintaining equipment that does not require replacement, which initially was installed during construction of ARMC.

The PTS upgrade is a non-competitive procurement based on an existing agreement for service and support, as well as equipment and system compatibility with the current system.  On December 4, 2018 (Item No. 19), the Board approved Master Agreement No. 18-844 (Master Agreement) with Swisslog Healthcare for the purchase and service agreements for a five-year period of December 15, 2018 through December 14, 2023, at ARMC.  Approval of the Proposal and Purchase Order will be subject to the terms and conditions of the Master Agreement and ensure compatibility with the existing equipment and system and support the non-competitive procurement of this upgrade.  Purchasing supports this non-competitive procurement.
