Recommendation
Accept amended grant award, Amendment No. 1 to County Agreement No. 19-605 (State Agreement No. 19-10180), from the California Department of Public Health, increasing the amount by $2,218, from $38,007,090 to $38,009,308, for continued support of the Department of Public Health’s Women, Infants, and Children Nutrition Program, for the period of October 1, 2019 through September 30, 2022.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $2,218 to the grant award for the Women, Infants, and Children Nutrition (WIC) Program from the California Department of Public Health (CDPH) does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The WIC Program provides a number of services including breastfeeding information and support, nutrition education, and WIC food checks to purchase specific food selected for its nutrient content. DPH uses WIC funding to provide nutrition education and supplemental foods to an allocated monthly caseload of 58,540 individuals countywide. DPH will use the increase in WIC funding for travel expenses associated with training/support necessary during the California roll-out of a new computer system, WIC WISE, and the implementation of the new WIC Card, an electronic-benefit transfer, replacing the current voucher method of providing benefits.
DPH’s WIC Program activities help low-income pregnant women, new mothers, infants, and young children throughout San Bernardino County eat well and stay healthy. Participants receive WIC food checks to purchase authorized food items such as milk, cheese, eggs, cereal, peanut butter, beans, fresh fruit and vegetables, and whole grains selected to supplement their diets with beneficial nutrients. WIC Program funding is provided by the United States Department of Agriculture, Food and Nutrition Services to CDPH who in turn allocates funds to local agencies to administer to local communities. DPH has received WIC Program funding since 1977.
On September 10, 2019 (Item No. 42), the Board of Supervisors (Board) approved the grant award for continued support of the WIC Program, in the amount of $38,007,090, for the period of October 1, 2019 through September 30, 2022. In addition, this item authorized the Chairman of the Board, the Chief Executive Officer, or the DPH Director to execute any subsequent non-substantive amendments to the grant award, on behalf of the County, subject to review by County Counsel.
On January 14, 2020, CDPH provided the amendment package and resources necessary to initiate the grant award amendment process. DPH requested the amendment to the WIC grant award due to additional available funding and to make adjustments to budget categories to align with DPH’s current scope of work.
On January 14, 2020, CDPH approved DPH’s request to amend the WIC grant award, increasing the amount by $2,218, from $38,007,090 to $38,009,308, for the period of October 1, 2019 through September 30, 2022. This item is being presented at this time as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval by the Board on this date will not impact DPH WIC program services or activities.
