RECOMMENDATION(S)
Recommendation
1. Declare Equipment No. 251822, a Hoist TDO 28 Rotary Vehicle Lift (Serial No. 315997), that is fully depreciated and has an estimated value of $284.58 as surplus, and no longer necessary to meet the needs of the County.
2. Approve the waiver of County Policy 12-18 and authorize the Sheriff/Coroner/Public Administrator to donate the surplus property referenced in Recommendation No. 1 to the Santa Ana Police Department.
3. Authorize title transfer of the surplus property referenced in Recommendation No. 1 to the Santa Ana Police Department.
4. Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, or Assistant Sheriff to execute the Bill of Sale related to the transfer of the surplus property referenced in Recommendation No. 1.

FINANCIAL IMPACT
Approval of this action will not result in the use of Discretionary General Funding (Net County Cost). Equipment No. 251822, a Hoist TDO 28 Rotary Vehicle Lift (Serial No. 315997) is fully depreciated. The Santa Ana Police Department (SAPD) will be responsible for the transfer cost of the vehicle lift to its facilities.
BACKGROUND INFORMATION
The SAPD is a State of California-approved agency in accordance with the Commission of Peace Officer Standards and Training (P.O.S.T) and is the primary law enforcement agency for the City of Santa Ana.
On July 22, 2025, the SAPD sent a formal request for a surplus vehicle lift to the Sheriff/Coroner/Public Administrator (Department). The vehicle lift listed in Recommendation No. 1 no longer meets the Department’s needs and has reached the end of its useful life. The SAPD agreed to accept the vehicle lift in “as is” condition and release the County of any liability as a condition of accepting the donation.
Approval of Recommendation No. 1 will declare the vehicle lift as surplus to the County’s needs. County Policy 12-18 (Policy) requires property with an estimated value of $10,000 or more to be declared surplus by the Board of Supervisors and requires the Purchasing Agent to initiate action to move property as designated in this item, or to arrange for disposition. Approval of Recommendation Nos. 2 and 3 will approve the waiver of the Policy and authorize the Department to complete the donation of the vehicle lift to the SAPD.
