RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2 to Contract No. 4400023845 with Rolling Start, Inc., for CalFresh Outreach Program services to increase the contract amount by $132,236 from $266,784 to a total contract amount not to exceed $399,020, and extend the contract term by one year, for a total contract period of January 1, 2024, through September 30, 2026.

FINANCIAL IMPACT

This item does not require additional Discretionary General Funding (Net County Cost). The cost of the recommended Amendment, in the amount of $132,236, is funded with 43% ($56,861) federal and 57% ($75,375) State funding through the California Department of Aging. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services (DAAS) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The CalFresh Outreach Program provides critical support to older adults and adults with disabilities by helping them access CalFresh food benefits. These services are designed to reduce food insecurity and improve health outcomes among vulnerable populations.

 

On January 1, 2024, DAAS entered into a contract with Rolling Start, Inc., to provide services under the CalFresh Outreach Program to a targeted population of older adults and adults with disabilities who receive Supplemental Security Income or State Supplemental Payments. Services include outreach, education, application assistance, and support through the Aging and Disability Resource Connection (ADRC). The ADRC enables consumers to access long-term services and support through one coordinated network.

 

On January 1, 2024, Purchasing approved Contract No. 4400023845 with Rolling Start, Inc., in the amount of $133,392, for the period of January 1, 2024, through September 30, 2024.

 

On September 30, 2024, Purchasing approved Amendment No. 1 to the contract with Rolling Start, Inc., increasing the amount by $133,392 to a total contract amount not to exceed $266,784, and extending the contract period by one year, for a total contract period of January 1, 2024, through September 30, 2025.

 

The recommended amendment is being presented to the Board of Supervisors (Board) for approval in accordance with County Policy 11-04, Procurement of Goods, Supplies, Equipment, and Services, which requires the Department to seek Board approval when the contract amount exceeds $200,000 annually.

 

A noncompetitive procurement was approved by Purchasing in accordance with County Policy 11-04. Rolling Start, Inc., is the only qualified Independent Living Center within the Aging and Disability Resource Connection network and has the infrastructure needed to provide the services and meet the State’s reporting requirements for the targeted population.

 

Approval of the recommended Amendment will allow DAAS to continue providing CalFresh Outreach Program services to older adults and adults with disabilities by helping them access CalFresh food benefits.
