Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District, approve proposed Side Letter Agreement between the International Union of Operating Engineers Local 12, representing employees in the General Fire Support Unit, and the San Bernardino County Fire Protection District, effective August 13, 2022.

FINANCIAL IMPACT
Approval of the proposed Side Letter Agreement (Agreement) will not result in the use of additional Discretionary General Funding (Net County Cost) as the costs will be funded by revenue sources of the San Bernardino County Fire Protection District (SBCFPD). The Agreement’s estimated costs, by fiscal year, are reflected in the following table:

Appropriation for these costs will be included in the 2022-23 Mid-Year Budget Report, if needed, and future recommended annual budgets for SBCFPD.
BACKGROUND INFORMATION
In July 2022, representatives of the SBCFPD, under direction of SBCFPD’s Board of Directors, began the meet and confer process with representatives of the International Union of Operating Engineers, Local 12 (Union) to negotiate economic issues as allowed under the Reopener clause of the Side Letter Agreement dated March 16, 2021, which went to the Board on March 31, 2021 (Item No. 73).
As a result of negotiations, the parties reached an agreement on the proposed following economic terms:
• Provide a 3% across-the-board wage increase effective August 13, 2022.
• Increase the Medical Premium Subsidy for all coverage levels effective August 13, 2022.
• Provide an equity increase of 2.5% to the classifications of Equipment Parts Chaser and Fire Equipment Technician 1.
The Union notified SBCFPD on July 21, 2022, that the General Fire Support Unit ratified the proposed side letter agreement.
