Recommendation
Approve Amendment No.1 to Unified Participation Agreement No. 23-1027 with American Heart Association, Inc. to add the subscription and participation in the Get With The Guidelines - Coronary Artery Disease with Primary Heart Attack Center Layer Program, increasing the contract amount by $21,407, from $91,700 to a total contract amount of $113,107, with no change to the contract term of May 25, 2023 through December 31, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $21,407 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Amendment will allow ARMC to subscribe to and participate in the Get with The Guidelines - Coronary Artery Disease (GWTG-CAD) with Primary Heart Attack Center (PHAC) Layer program which will improve the quality of care for hospitalized patients by promoting consistent adherence to evidence-based clinical practice guidelines for the care of patients. Participation in the GWTG-CAD with PHAC Layer program is a mandatory component of PHAC certification. The registry is an online interactive assessment and reporting system. American Heart Association, Inc. (AHA) GWTG-CAD is a disease registry designed to support acute myocardial infarction (heart attack), Coronary Artery Disease (CAD) and chest pain quality improvement activities for the care of patients. ARMC participates in the registry by submitting data to AHA. AHA uses the data to compare with other facilities and to demonstrate the improvement of patient care.
On September 26, 2023 (Item No. 11), the Board of Supervisors approved Unified Participation Agreement No. 23-1027 with AHA, including non-standard terms, for the subscription and participation in the Get with The Guidelines - Resuscitation and Get With The Guidelines - Stroke Registry programs for the retroactive term effective May 25, 2023 through December 31, 2027.
ARMC recommends the approval of this amendment based on the specialized information provided in the registry and web-based solution for measuring, improving, and reporting on CAD, quality of care, and positive patient outcomes.
PROCUREMENT
Subscription and participation in the Agreement is non-competitive based on specialized credentials, as the access to the specific data and submission of data is unique to the AHA. The Purchasing Department continues to support this non-competitive procurement.
