Recommendation

Approve Amendment No. 2 to grant award Agreement No. 22-30 with the State of California Behavioral Health Service Oversight and Accountability Commission, formerly the Mental Health Services Oversight Accountability Commission for the Behavioral Health Student Services Act, formerly the Mental Health Student Services Act, grant funding to establish or enhance existing mental health partnerships with education entities, reflecting name changes, with no change to the total amount of $5,998,000, and extending the contract term by five months, for a total contract period of February 1, 2022, through June 30, 2026.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The total amount of $5,998,000 from the State of California Behavioral Health Service Oversight and Accountability Commission (BHSOAC) is funded by the Behavioral Health Student Services Act (BHSSA) funds. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illness and/or SUD. Mental Health Services are estimated to be provided to over 47,000 children and youth and their families over the total grant period. These services will be provided by contracted providers working in collaboration with identified schools where children and youth requiring such services have been identified.

 

The BHSOAC administers the Investment in Mental Health Wellness Act (Senate Bill 82), which includes the provision for BHSSA. This act provides local assistance funds to expand mental health crisis services. The BHSOAC recognizes that mental health crises significantly impact school campuses and that schools are often the most practical first point of contact for youth experiencing mental, behavioral, and substance use challenges. Schools play a critical role in early identification and early intervention, helping address behavioral health issues that can hinder learning and healthy development.

BHSSA aims to modernize and expand access to behavioral health services across the state. BHSSA replaces Mental Health Student Services Act as it reforms behavioral health care funding to prioritize services by increasing and expanding access to all consumers, ensuring people can get the help they need, when they need it, and in their community assisting individuals with the most significant mental health needs, while adding the treatment of SUD, expanding housing interventions, and increasing the behavioral health workforce. BHSSA provides funds to contracted providers to provide appropriate prevention and/or early intervention services to students and their caretakers.

 

On January 25, 2022 (Item No. 16), the Board of Supervisors (Board) approved the BHSSA grant award Agreement No. 22-30 (Agreement) with Mental Health Services Oversight and Accountability Commission to establish or enhance existing mental health partnerships with educational entities, in the amount of $5,998,000, for the period of February 1, 2022, through January 31, 2026, and included delegated authority for the Deputy Executive Officer to execute any non-substantive amendments to the grant award Agreement.

 

On April 14, 2023, as part of the Board’s delegated authority, Amendment No. 1 to the Agreement was executed by the Deputy Executive Officer of Human Services, which updated contact and other identifying information, with no change to the Agreement amount, and total contract period.

 

Approval of Amendment No. 2 to the Agreement from BHSOAC in BHSSA grant funding will allow DBH to continue existing mental health partnerships with educational entities, extending the contact term by five months. The grant term is being extended to utilize the remaining grant fund of $2,221,321. This extension will enable the provider to continue delivering services to students. Partnerships between DBH, the San Bernardino County Superintendent of Schools, and school districts will be strengthened, and adhere to the BHSSA grant award agreement terms and conditions.
