Recommendation
Approve contracts with the following two contractors to provide on-call scale support services for various San Bernardino County landfills and disposal sites, in the total aggregate not-to-exceed amount of $7,500,000, from July 1, 2026 to June 30, 2031:

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works - Solid Waste Management Division (SWMD) is financed by fee revenue. SWMD establishes fees that are charged to the public and other agencies for utilization of San Bernardino County’s (County) Waste Disposal System. Sufficient appropriation and revenue will be included in the 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
SWMD operates and manages the County's solid waste disposal system, which consists of five regional active sanitary landfills and four refuse transfer stations. Throughout the nine sites, SWMD operates and maintains a total of 17 truck scales calibrated to weigh refuse and vehicle tare weights. The operation of these scales is critical to establish fees charged to the public and commercial haulers. The nine scaled sites provide refuse disposal for the County's Valley, Mountain, High Desert and Low Desert Regions. As the owner and operator of these facilities, SWMD is regulated by numerous state and local agencies, including the following: three California Regional Water Quality Control Boards (Lahontan, Santa Ana, and Colorado River Basin Regions); CalRecycle, the Local Enforcement Agency; two Air Quality Management Districts (South Coast and Mojave Desert); and the County’s Department of Agricultural Weights and Measures.
For SWMD to maintain a disposal system that meets the disposal capacity needs of the residents of the County and maintain good standing with the aforementioned regulatory agencies, it is necessary to retain scales support services that are not available within SWMD staff. Often this assistance is needed immediately, making it impractical for SWMD to proceed with a request for a proposal for a contractor for a specific service. As a result, SWMD developed a Request for Proposals (RFP) to meet the need to perform necessary Scale Support Services and to fulfill the requirements of the County’s Procurement Policy.
Approval of the recommended service contracts will provide SWMD with as-needed scale services to support SWMD’s scales throughout the County. Under these contracts, the work will be assigned through task orders. The County does not guarantee any minimum or maximum number of tasks to be assigned through the terms of the contracts.
The recommended contracts support the County and Chief Executive Officer’s goals and objectives of operating in a fiscally-responsible and business-like manner by efficiently obtaining the most reasonable cost of services for the County and providing for the safety of County residents by properly operating and maintaining the County’s waste disposal system.
Review for compliance with the California Environmental Quality Act (CEQA) was conducted by the Department of Public Works Environmental Management Division. It was determined that the activities in the contract are not considered a “project” as defined in Section 15378 of CEQA Guidelines and no further environmental analysis is necessary.
PROCUREMENT
On March 23, 2026, Request for Proposal (RFP) No. PWG-126-SOLID-6302 for On-Call Scale Support Services for SWMD was released via the County’s eProcurement System (ePro). The RFP was sent to 48 firms via ePro.

A Selection Committee comprised of three representatives from SWMD were assembled to evaluate the written proposals. The representatives evaluated the proposals on the professional qualifications, cost and proficiency to perform the On-Call Scale Support Services set forth in the RFP. After reviewing and scoring the proposals, the Selection Committee found both firms were qualified to provide the required scale support services. The contracts are written in a manner to allow SWMD the flexibility of selecting the contractor that best meets the needs of each project, while providing the most value to the County. No protests or appeals were received in response to the procurement or award recommendation.
The proposed Contracts will commence on July 1, 2026 and continue through June 30, 2031. The County maintains the right to terminate the Contract(s) for convenience upon 30 calendar days’ written notice.
