Recommendation
Approve Revenue Contracts with the following school districts for the provision of School Resource Officer services, for the period of July 1, 2026 through June 30, 2027, for total annual revenue of $1,515,077:
1. Colton Joint Unified School District, in the amount of $884,805, for three School Resource Officers.
2. Oro Grande School District, in the amount of $294,935, for one School Resource Officer.
3. Redlands Unified School District, in the amount of $335,337, for one School Resource Officer.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed contracts identified in the Recommendation (Contracts) with the Colton Joint Unified School District, the Oro Grande School District, and the Redlands Unified School District (Districts) will provide revenue in the total amount of $1,515,077 to fund five Deputy Sheriff positions to serve as School Resource Officers (SROs) for the 2026-27 school year.
The rates listed in Schedule A of the Contracts reflect between 73% and 83% of the annual cost of a Deputy Sheriff and the marked patrol units assigned to the Districts and provide full cost recovery for services requested by each District. Between 190 and 215 days of service are provided, consistent with the length of service requested by each District, with 10 additional days included for any other services, such as in-service training, meetings, and report writing. Once the school year ends, Deputy Sheriffs assigned to SRO duties report back to their stations and perform regular patrol duties, which are funded within the Sheriff/Coroner/Public Administrator’s (Department) existing budget allocation. Sufficient appropriation and revenue for these Contracts is included in the Department’s 2026-27 budget.
BACKGROUND INFORMATION
The proposed Contracts will allow for the provision of SRO services for the Districts for the period of July 1, 2026 through June 30, 2027. The SROs work closely with school administrators to create a safe environment for both students and staff. In addition to peace officer duties, SROs provide mentoring to students and conduct presentations on youth-related issues.
These Contracts are beneficial to both the Districts and the Department by having a dedicated law enforcement presence on the campuses, alleviating the need for patrol deputies to respond to campus issues.
