RECOMMENDATION(S)
Recommendation
1. Accept and approve grant award agreement (State Agreement No. 23-10793) from the California Department of Public Health, Office of AIDS, for the Pre-Exposure Prophylaxis and the Post-Exposure Prophylaxis Initiation and Retention Initiative, in the amount of $1,200,000, for the period of January 1, 2024 through June 30, 2027.
2. Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept and execute any subsequent non-substantive amendments in relation to the grant award agreement (State Agreement No. 23-10793), subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant award agreement (State Agreement No. 23-10793), to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award agreement (State Agreement No. 23-10793) in the amount of $1,200,000 from the California Department of Public Health (CDPH) does not require a match. Adequate appropriation and revenue is included in the DPH 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
In 2023, CDPH offered new funding to local health jurisdictions to support the Pre-Exposure Prophylaxis (PrEP) and Post-Exposure Prophylaxis (PEP) Initiation and Retention Initiative (Initiative). PrEP includes daily medications to people at high-risk of acquiring HIV, whereas PEP is a 28-day course of medication to prevent someone from acquiring HIV after exposure. Under the Initiative, DPH staff will engage hard to reach populations at-risk of acquiring HIV, and provide outreach and education on PrEP and PEP medications, prescribe medications to those who choose to participate, and help patients obtain and retain care through continuous engagement.
On February 21, 2023, the County Administrative Office authorized the submission of the Initiative grant application to CDPH in the amount of $1,200,000, for the period of January 1, 2024 through June 30, 2027.
On March 27, 2024, DPH received the grant award agreement (State Agreement No. 23-10793) from CDHP for the Initiative funds, for a retroactive period of January 1, 2024 through June 30, 2027. This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH services and activities.
