Recommendation
Approve Cooperative Agreement with the Town of Yucca Valley, to contribute $48,000 towards the $3,217,000 estimated total cost for pavement preventative maintenance and rehabilitation work on Aberdeen Drive and Other Roads in the Yucca Valley Area, effective September 22, 2026 through December 31, 2028, or upon completion and final payment, whichever occurs first.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost for pavement preventative maintenance and rehabilitation work for the Aberdeen Drive and Other Roads (Project) in the Yucca Valley area is estimated to be $3,217,000. The Town of Yucca Valley (Town) will contribute an estimated $48,000 towards the cost of work on roads with which the County and Town share jurisdiction. The County’s share of cost is estimated to be $3,169,000 and will be funded with Senate Bill 1 (SB1) Road Maintenance and Rehabilitation Account (RMRA) funds.
The Project consists of approximately 29.43 total miles of pavement maintenance and rehabilitation on various roads located in the unincorporated area of the County and the incorporated area of the Town. Approximately 28.78 miles are within the County’s jurisdiction and approximately 0.65 miles are within the Town’s jurisdiction. The County will invoice the Town for its share of costs after the Project is completed. Sufficient appropriation and revenue are included in the Department of Public Works 2026-27 Road Operations Budget (6650002000 H15330) and will be included in future recommended budgets as necessary.
BACKGROUND INFORMATION
The Department of Public Works Operations Division intends to utilize its labor force to perform pavement preventative maintenance and rehabilitation work on various roads in the Yucca Valley area. The Project includes work such as survey, California Environmental Quality Act compliance, patching, preparation work, crack seal, leveling course, chip seal, fog seal, construction, inspection, material testing, and County overhead.
The Project was prioritized by the Board of Supervisors (Board) as part of the 2026-27 SB1 RMRA project list, which was approved on June 23, 2026 (Item No. 122). The work will preserve and improve the structural integrity of existing road surfaces in the Yucca Valley area. Pavement preventative maintenance and rehabilitation work, when performed before roadway conditions deteriorate further, is a cost-effective strategy to extend pavement life and reduce future maintenance needs.
The Project includes various roads within the County’s jurisdiction and limited roadway segments within the Town’s jurisdiction. The shared jurisdiction portions include segments of Aberdeen Drive and Avalon Avenue.
In accordance with the Cooperative Agreement, the County will act as the lead agency for the Project, including design, survey, California Environmental Quality Act compliance, construction engineering, inspection, material testing, and administration. Right-of-Way activities are not anticipated for the Project and therefore are not included in the Cooperative Agreement. The Town agrees to pay its share of Project costs, estimated to be $48,000, within 30 days after receiving an invoice from the County. The Town will provide a qualified representative with authority to discuss and attempt to resolve Project issues with the County. The Town will also provide the County with a no-cost permit for work within the Town’s right-of-way. The Town approved the recommended Cooperative Agreement on July 21, 2026.
The Cooperative Agreement will be effective September 22, 2026, and will terminate upon completion of the Project and payment of final billing by the Town, or December 31, 2028, whichever occurs first. The Project is currently under construction, and the Town added Town-maintained roadway segments to the Project because of their proximity to the County-maintained roads included in the existing Project scope. The September 22, 2026 allows the parties’ respective responsibilities and cost-sharing obligations to apply to the coordinated work performed as part of the ongoing Project and avoids unnecessary delay or duplication of construction activities.
The Project will ensure development of a well-planned, balanced, and sustainable County by preserving and improving the structural integrity of existing road surfaces in the Yucca Valley area. Approval of the Cooperative Agreement allows the County to meet its goals and objectives by working cooperatively with the Town.
