BACKGROUND INFORMATION

The Office of Homeless Services (OHS) utilizes hotel- and motel-based interim housing as a critical component of San Bernardino County’s (County) homeless response system. These low-barrier, non-congregate shelter options provide individuals and families experiencing homelessness with access to immediate housing. Interim housing provides a stable environment from which service providers can engage participants and coordinate access to supportive services, including case management, behavioral health services, and permanent housing resources. This approach supports the County’s ongoing efforts to reduce unsheltered homelessness.

 

On November 21, 2025, OHS released Request for Proposals (RFP) No. EDA126-OHS02-6149, through the County’s Electronic Procurement Network, to solicit interested and qualified organizations and agencies. A total of nine proposals were received by the established deadline; all nine were reviewed, determined to be responsive, and evaluated. Following programmatic and fiscal evaluations and contract negotiations, eight of the nine proposers were selected for contract awards, including Avezika, LLC.

 

On March 19, 2026, pursuant to the Purchasing Agent’s authority, Contract No. 4400031403 with Avezika, LLC was executed in the amount of $200,000.

 

On June 9, 2026 (Item No. 51), the Board of Supervisors (Board) approved Amendment No. 1 to each of the eight contracts for hotel and motel interim housing services, including Contract No. 4400031403 with Avezika, LLC, which was subsequently renamed Agreement No. 26-485. Amendment No. 1 increased the total funding by $5,503,768, from $200,000 to an amount not to exceed $5,703,768, to address increased demand and expand interim housing capacity using additional State and Federal funding sources, with no change to the term of March 16, 2026 through March 16, 2029.

 

On June 25, 2026, Avezika, LLC submitted a formal request to OHS, to assign Agreement No. 26-485 to two subsidiaries effective June 1, 2026, due to corporate restructuring affecting the administration and performance of the contracted services. Under the requested assignment, the Sherwood Arms Motel location would be assigned to DHAP Investments, LLC, and the Crest Lodge Historic Mountain Inn location would be assigned to Adhriti LLC. Both assignees are under the ownership of Dhrupad Joshi. Amendment No. 2 is being presented to the Board at this time because there were not any Board meetings held in July, and this is the first available meeting following administrative, legal, and financial reviews.

 

Approval of Amendment No. 2, with a retroactive effective date of June 1, 2026, will ensure Agreement No. 26-485 accurately reflects the corporate structure since that date, maintain continuity of services, and allow for appropriate administration and reimbursement under the Contract.
