Recommendation
1. Conduct a public hearing to consider Project No. 2025-00138 consisting of a request for an exception to subdivision minimum lot area standards and Tentative Parcel Map No. 20970 to subdivide one parcel into four parcels.
2. Find that the project is exempt from the California Environmental Quality Act pursuant to Section 15183 of the California Environmental Quality Act Guidelines and adopt the findings regarding feasible mitigation measures undertaken for the project.
3. Adopt the findings for approval of the exception to subdivision minimum lot area standards and Tentative Parcel Map No. 20970.
4. Approve the exception to subdivision minimum lot area standards to allow for the creation of three lots below the five-acre minimum lot area within the Community Industrial Land Use Zoning District as part of Tentative Parcel Map No. 20970.
5. Approve Tentative Parcel Map No. 20970 to subdivide a 4.78-acre parcel into four parcels, subject to the conditions of approval.
6. Direct the Land Use Services Department to file a Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Adequate appropriation and revenue to complete this action have been included in the Land Use Services Department, Planning Division’s (Department) 2026-27 budget. Cost of processing the land use entitlement application is paid by Environmental Hightech Engineering on behalf of Arrowhead Enterprises Inc. (Applicant).
BACKGROUND INFORMATION
This item consists of a request for an exception to subdivision minimum lot area standards to allow for the creation of three lots smaller in size than permitted in the Community Industrial (IC) Land Use Zoning District (Parcel 1-3) and approval of Tentative Parcel Map No. 20970 to subdivide one existing parcel totaling approximately 4.78acres into four new parcels (Parcels 1-4) ranging in size from 2.54 acres to 0.489 acres (collectively the Project). The existing parcel is currently split-zoned with a portion of the parcel located in the Community Industrial (IC) Land Use Zoning District and the Single Residential, 1-Acre Minimum (RS-1) Land Use Zoning District. Pursuant to the development standards of the IC and RS-1 Land Use Zoning Districts, the minimum lot area is 5 acres and 1 acre, respectively. With the approval of the requested exception, Tentative Parcel Map No. 20970 will subdivide the existing parcel to align the proposed parcel lines with existing zoning boundaries and eliminate the existing split-zoned parcel configuration, with Parcels 1-3 located within the IC zone and Parcel 4 located in the RS-1 zone. The parcel lot areas will range in size as follows: Parcel 1: 0.489 acres; Parcel 2: 0.714 acres; Parcel 3: 1.035 acres; and Parcel 4: 2.54 acres, as shown on Tentative Parcel Map No. 20970.
Pursuant to Section 87.01.100 of the San Bernardino County Development Code (Development Code), a subdivider may request and the Board of Supervisors (Board) may approve or disapprove an exception to subdivision standards, including, but not limited to, the minimum lot area requirements requested by the Applicant. Under Subsection 87.06.060(c) of the Development Code, the Board may approve an exception only if it finds that special circumstances would make strict application of subdivision standards an unnecessary hardship, while the exception remains consistent with the intent of the Development Code and does not constitute a special privilege. The Board must also find that the exception will not significantly increase environmental impacts, adversely affect public health, safety, welfare, or surrounding property, or result in inconsistency with the General Plan or any applicable community or specific plan. The Board may impose conditions necessary to protect public health, safety, convenience, and general welfare, as well as to mitigate environmental impacts in compliance with the California Environmental Quality Act (CEQA). A set of proposed findings in support of the approval of the requested exception to the minimum lot area subdivision standard and approval of the tentative parcel map are included as an attachment to this item.
CEQA Compliance
In accordance with CEQA Guidelines Sections 15050 and 15367, the County is designated Lead Agency for the Project and has principal authority and jurisdiction for CEQA actions and Project approval. As part of its initial review of the Project, the Department determined that the Project is exempt from CEQA pursuant to Section 15183 of the CEQA Guidelines based on an exemption checklist included as an attachment to this item.
As part of the evaluation of peculiar impacts to the Project site, the analysis in the checklist concludes that the proposed Project would not result in: 1) any new or peculiar impacts not identified as significant in the Countywide Plan Program Environmental Impact Report (PEIR); 2) any significant impacts that were not analyzed as such in the prior PEIR; 3) any potentially significant offsite or cumulative impacts not discussed in the PEIR; or 4) any more severe impacts based on substantial new information that was not available at the time the PEIR was prepared. The Project is required to comply with applicable uniformly applied development policies or standards and the checklist includes findings regarding feasible mitigation measures specified in the PEIR that will be undertaken for the Project. Based on the findings of the checklist, no further action is required, and a Notice of Exemption will be filed to confirm that the Project is eligible for an exemption under CEQA Guidelines Section 15183.
Public Notice
On September 25, 2026, a Notice of Hearing was mailed to 41 property owners within 300 feet of the Project site, including the property owner of the Project site, as required by Section 86.07.020 of the Development Code. At the time of preparing this report, the Department has not received any public comment regarding the Project.
