RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of County Service Areas and their Zones, approve contracts with the following contractors to perform on-call laboratory testing and reporting services for water and wastewater from July 1, 2022 to June 30, 2027, in an amount not to exceed $625,000 per contract:

a.                     Babcock Laboratories, Inc.

b.                     Clinical Lab of San Bernardino, Inc.

c.                     Eurofins Eaton Analytical, LLC.

2.                     Acting as the governing body of the Big Bear Valley Recreation and Park District, approve contracts with the following contractors to perform on-call laboratory testing and reporting services for water and wastewater from July 1, 2022 to June 30, 2027, in an amount not to exceed $625,000 per contract:

a.                     Babcock Laboratories, Inc.

b.                     Clinical Lab of San Bernardino, Inc.

c.                     Eurofins Eaton Analytical, LLC.

3.                     Acting as the governing body of the Bloomington Recreation and Park District, approve contracts with the following contractors to perform on-call laboratory testing and reporting services for water and wastewater from July 1, 2022 to June 30, 2027, in an amount not to exceed $625,000 per contract:

a.                     Babcock Laboratories, Inc.

b.                     Clinical Lab of San Bernardino, Inc.

c.                     Eurofins Eaton Analytical, LLC.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The aggregate cost from these contracts is projected at $125,000 per year; however, the actual cost may be more than that amount to accommodate workload as needed. Nevertheless, each individual contract shall not exceed $625,000 for the five-year term.  The County Service Areas and their Zones (CSAs), Big Bear Valley Recreation and Park District (BBVRPD), and the Bloomington Recreation and Park District (BRPD) will utilize its revenue sources to fund the cost of these contracts as the subject services are needed. Adequate appropriation and revenue for these services are included in the 2022-23 budget for the CSAs, BBVRPD and BRPD, and will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

The Department of Public Works - Special Districts (Department) administers the CSAs, BBVRPD and BRPD, which at times require routine laboratory testing and reporting services for water and wastewater. This testing includes, but is not limited to bacteriological testing, general mineral, general physical, and bio-chemical oxygen demand.  The ability to have qualified contractors available to provide these testing and reporting services greatly enhances and expedites the Department’s capability of responding to these needs for the CSAs, BBVRPD and BRPD.

 

Approval of this item will allow for the use of on-call laboratory testing and reporting services for water and wastewater from July 1, 2022 to June 30, 2027. The current contracts for these services are scheduled to expire on June 30, 2022. The recommended contracts will provide the CSAs, BBVRPD and BRPD with readily available on-call laboratory testing and reporting services from pre-qualified companies to enhance work efficiencies. Workloads and assignments to the on-call contractors will be based on availability, responsiveness, and expertise in areas of particular need. Although the term of these contracts is for five years, they may be terminated for convenience upon 30 days written notice by either party.

 

PROCUREMENT

On May 25, 2022, a Request for Proposal (RFP No. SDD-018) for the subject services was advertised in the County’s Electronic Procurement System (e-Pro) in accordance with formal bidding procedures established by the County. On June 10, 2022, the Department received proposals from the following companies:

All four companies met the minimum RFP requirements. A selection committee was formed to score, evaluate, and rank the proposals. The submitted proposals were evaluated for costs, experience, safety, and the ability to provide timely and needed services. In addition, reference checks were made to include compliance with State contracting. Based on these criteria, the selection committee recommends that the three highest ranked companies (Babcock Laboratories, Inc., Clinical Lab of San Bernardino, Inc., and Eurofins Eaton Analytical, LLC.) receive contracts to cover all anticipated workloads. Due to its location, subcontracting, and cost per mile charge, it was determined that not contracting with Maverick Health LLC dba Maverick Solutions was in the best interest of the CSAs, BBVRPD, and BRPD.

 

The Department did not receive any protests relative to the contract selection.
