RECOMMENDATION(S)
Recommendation
Acting as the governing body of County Service Area 70 Zone BL (Bloomington):
1. Approve Addendum No. 1, issued on March 17, 2026, and Addendum No. 2, issued on March 25, 2026, to the bid documents for the County Service Area 70 BL Bloomington Electrical Service and Flow Meter Installation Project.
2. Award Construction Contract to Kirtley Construction Inc., dba TK Construction, in the amount of $242,000, with a construction duration of 180 days from the Notice to Proceed, for the County Service Area 70 BL Bloomington Electrical Service and Flow Meter Installation Project.
3. Authorize a contingency fund of $24,200 for the County Service Area 70 BL Bloomington Electrical Service and Flow Meter Installation Project.
4. Authorize the Director of the Department of Public Works to approve expenditures up to $24,200 for verified quantity overruns for this unit-priced construction contract.
5. Authorize the Director of the Department of Public Works to approve necessary changes or additions in the work being performed under the construction contract, for a total amount not-to-exceed $15,730 of the $24,200 contingency fund, pursuant to Public Contract Code section 20142.
6. Authorize the Director of the Department of Public Works to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The construction contract amount of $242,000 and contingency of $24,200, for a total project authorization of $266,200, will be funded by the County Service Area 70 BL (Bloomington) (CSA 70 BL) Operating Fund. Sufficient appropriation exists in the 2025-26 budget and 2026-27 recommended budget to support all project costs.
BACKGROUND INFORMATION
The Department of Public Works (Department) is responsible for maintaining the water and sanitation infrastructure within the CSA 70 BL service area, and this County Service Area 70 BL Bloomington Electrical Service and Flow Meter Installation Project (Project) will install a new electrical service line and upgrade the electrical metering system, which are important improvements that will help keep the system operating safely and reliably. These upgrades are expected to reduce the risk of service disruptions, enhance overall safety, and support the long-term functionality of the public infrastructure that serves the community, while also aligning with the County’s goal of ensuring essential public services remain well maintained, dependable, and sustainable for the future.
PROCUREMENT
On March 4, 2026, the Department issued the Advertisement for Bids (Project No. 30.30.0215) for the Project, consistent with Public Contract Code bidding requirements.
During the bid period, the Department issued:
• Addendum No. 1: Prevailing Wage Determinations
• Addendum No. 2: Added Questions & Answers
The Department received one bid on April 7, 2026, when Kirtley Construction Inc., dba TK Construction, submitted its Bidder’s Proposal, in the amount of $242,000. Kirtley Construction met all bid requirements.
No other bids were received, making Kirtley Construction the sole bidder.
Bid evaluation was conducted in accordance with Public Contract Code section 20103.8. As the only responsive and responsible bidder, and with a bid amount deemed reasonable for the scope, the Department recommends awarding the Construction Contract to Kirtley Construction Inc., dba TK Construction. No bid protests or appeals were received.
