RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with Golden Star Technology, Inc., for audio visual system upgrades to various Probation Department conference rooms and locations, in the not to exceed amount of $946,933, for the term of June 24, 2026 through November 15, 2027.

2.                     Approve the unbudgeted fixed asset purchase of two Blackmagic Design ATEM 4 M/E Constellation live production switcher for high-end broadcast, in the amount not to exceed of $25,320 for Probation’s new Administration building, located at 862 W. Hospitality Lane, San Bernardino and for Probation’s Training Center, located at 9478 Etiwanda Avenue, Rancho Cucamonga.

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The contract cost of $946,933 is funded with ongoing Proposition 172 funds. Adequate appropriation for the contract cost has been included in the Probation Department’s (Probation) 2025-26 budget and will be included in future recommended budgets. Probation requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2025-26 budget:

BACKGROUND INFORMATION

On November 15, 2022 (Item No. 9), the Board of Supervisors (Board) approved Agreement No. 22-1085 with Golden Star Technology, Inc. (GST) to provide audio-visual system upgrades to various rooms for Arrowhead Regional Medical Center (ARMC), for the term of November 16, 2022 through November 15, 2027.

 

Probation is utilizing the results of a previously completed County competitive procurement process to obtain audio-visual system design, installation, and support services from a qualified vendor with established County project experience.

 

If approved, GST will perform audio-visual system upgrades for various conference rooms at the new Probation Administration building located at 862 E. Hospitality Lane, San Bernardino. The project includes upgrades in two conference rooms on the first and third floors, rooms 300A and 300B, at a cost of $589,098.03 which includes the fixed assets items listed on recommendation No. 2.

 

GST will also complete an additional project at the Probation Training Center located at 9478 Etiwanda Avenue, Rancho Cucamonga, for upgrades to conference room 151, at a cost of $357,834.60. The total amount of the three projects is $946,933.

 

Probation recommends approval of the contract with GST as it allows Probation to upgrade its audio-visual equipment to support its ongoing operational needs and enhance the delivery of essential training. As a department that places significant emphasis on training staff to ensure they are well-prepared to build stronger families and safer communities by improving the lives of those Probation serves, modern and reliable audio-visual systems are necessary for effective instruction and information sharing. Upgraded systems will also improve Probation’s capacity to conduct meetings with staff, stakeholders, and vendors, both in person and remotely. Investing in updated audiovisual technology will strengthen communication, improve training efficiency, and support Probation’s ability to meet operational and service expectations across its various locations.

 

PROCUREMENT

Arrowhead Regional Medical Center (ARMC) issued Request for Proposal (RFP) No. ARMC122-ARMC-4367 for updated audiovisual systems, related design and implementation services, and technical support. Following a competitive solicitation process, GST was selected as the successful proposer.

 

Probation reviewed the ARMC RFP and determined that the solicitation, scope of work, and pricing are consistent with the Department's operational requirements for audiovisual system upgrades and related services. Accordingly, Probation is utilizing the ARMC RFP as the basis for this procurement. The proposed piggyback procurement was reviewed and approved by  the Purchasing Department and County Counsel.
