Recommendation
1. Approve Capital Improvement Program Project No. 27-033, in the amount of $613,085, for the design of the San Bernardino County Animal Care Center Phase II Project in Bloomington.
2. Approve appropriation and revenue adjustments to fund Capital Improvement Program Project No. 27-033 and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Animal Care Center Phase II Project (Project) (WBSE 10.10.2004) design budget of $613,085 will be funded with Discretionary General Funding. This funding will support the design phase of the Project. Once the design is complete and the total Project cost has been determined, the Project and Facilities Management Department and the Department of Public Health will return to the Board of Supervisors (Board) for consideration of the full Project budget and any associated funding.

BACKGROUND INFORMATION
Approval of this item will allow the PFMD to proceed with the design for Phase II of the Project. Phase I of the San Bernardino County Animal Care Center in Bloomington is a new ground-up facility designed to significantly elevate San Bernardino County’s animal care and adoption capabilities. Situated on approximately six-acres along Valley Boulevard, this 56,000+ square foot development includes nine buildings delivering a fully integrated campus ranging from a two-story administration building and full-service veterinary clinic with surgical capabilities, to dedicated adoption, medical, and animal housing facilities. The facility emphasizes operational efficiency, animal welfare, and durability. The kennel systems are state-of-the-art, incorporating climate-controlled environments, hydronic heated floors, and filtered air systems to maintain animal health. Stress-reduction strategies such as bark walls, controlled sightlines, and access to indoor/outdoor environments are integrated directly into the layout to improve outcomes and increase adoptability.
On January 14, 2025 (Item No. 44), the Board awarded a construction contract in the amount of $55,439,611 to Woodcliff Construction Corporation for Phase I of the Project. Phase I is anticipated to be completed in Spring 2027.
Consistent with the design and architectural features of Phase I, Phase II will include four additional kennel buildings, two approximately 3,363 square feet each and two approximately 5,824 square feet each, providing capacity for an additional 120 kennels, for a total of 568 kennels between Phase I and II. The Project will also convert approximately 1,100 square feet of existing space into 16 touchdown workstations to accommodate additional staff, install an elevated digital monument sign along Valley Boulevard to enhance the Department of Public Health's ability to communicate with the public and promote its services, and add decorative bollards to address site security concerns.
At this time, approval is requested only for the funding necessary to complete the design phase for Phase II of the Project. Once the Project has been competitively bid and construction costs have been established, a subsequent item will be brought before the Board to request the remaining project funding and authorization to complete the Project.
