RECOMMENDATION(S)

Recommendation

Acting as the governing body of San Bernardino County and the San Bernardino County Fire Protection District:

1.                     Approve the following Capital Improvement Program Projects:

a.                     Project No. 27-037, in the amount of $621,025, for the Fire Station 231 Driveway, Sidewalk and Apron Improvements Project located in San Bernardino.

b.                     Project No. 27-035, in the amount of $361,626, for the Vehicle Services Re-pavement and Fencing Project located in San Bernardino.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as detailed in the Financial Impact section, for the projects identified in Recommendation No. 1 (Four votes required).

FINANCIAL IMPACT

Approval of the recommendations will not result in the use of Discretionary General Funding (Net County Cost). The Capital Improvement Program (CIP) projects will be funded by the San Bernardino County Fire Protection District (SBCFPD) through a one-time use of available funding within the Valley Regional Service Zone Operating Fund 2434 (5802312434) and Fire Administration Operating Fund 2410 (Fund Center 1064312410). The total estimated project cost of these two projects is $982,651.

BACKGROUND INFORMATION

SBCFPD provides emergency and fire protection services to over 60 communities and unincorporated areas covering over 20,160 square miles within the County. SBCFPD is committed to providing the highest level of service in the most efficient and cost-effective manner to the citizens and communities it serves.

 

Fire Station 231 in San Bernardino has experienced significant deterioration of its driveway and rear apron, including concrete failure and drainage problems that result in water pooling. Approval of CIP Project No. 27-037, the Fire Station 231 Driveway, Sidewalk and Apron Improvements Project, will authorize SBCFPD to remove and replace the affected concrete surfaces. The project is estimated to cost $621,025.

 

SBCFPD's Vehicle Services facility, located at 120 South D Street in San Bernardino, supports the maintenance and preparation of emergency vehicles and apparatus throughout SBCFPD. Since the property was acquired in 2016, the employee and shop parking areas have continued to show wear associated with age and regular operational use. The facility has also experienced incidents of unauthorized access, prompting consideration of additional site-security measures. Because the site does not currently include a designated, access-controlled employee parking area, employees park within portions of the shop maintenance area, which can affect the efficient use of available workspace.  Approval of CIP Project No. 27-035, the Vehicle Services Re-pavement and Fencing Project, will allow SBCFPD to proceed with pavement replacement, parking-area improvements, and enhanced perimeter security fencing.  These improvements are intended to improve site organization, functionality, and controlled access while supporting the continued maintenance and operational readiness of emergency response vehicles.  The estimated project cost is $361,626.

 

The San Bernardino County Project and Facilities Management Department will manage the projects for SBCFPD.

 

PROCUREMENT

Selection of the contractor for the Capital Improvement Program project will be in accordance with the County's procurement policies and procedures.
