RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of the San Bernardino County Fire Protection District, approve Amendment No. 1 to Facility Use Agreement No. 25-711 with the San Bernardino County Office of Emergency Services, for the use of office and floor space of Fire Station 303, located at 17443 Lemon Street, in Hesperia, extending the term for one additional year, for a total period of September 9, 2025 through September 8, 2027, estimated at $10,000 annually.

FINANCIAL IMPACT

Approval of Amendment No. 1 (Amendment) will not result in the use of Discretionary General Funding (Net County Cost). Under the terms of the Facility Use Agreement (Agreement), the San Bernardino County Office of Emergency Services (OES) will continue to reimburse the San Bernardino County Fire Protection District (SBCFPD) seventy-five percent of the actual utility expenses incurred each fiscal year, which is estimated at $10,000 annually and subject to change based on utility usage. Sufficient appropriation and revenue for this Agreement is included in SBCFPD's 2026-27 budget and will be included in future recommended budgets. BACKGROUND INFORMATION

On September 9, 2025 (Item No. 77), the Board of Supervisors of San Bernardino County and the Board of Directors of the San Bernardino County Fire Protection District (Boards) approved Agreement No. 25-711 between SBCFPD and OES, for the use of office and floor space at Fire Station 303, located at 17443 Lemon Street in Hesperia, for the period of September 9, 2025 through September 8, 2026. The Agreement included three one-year options to extend the term.

 

OES is responsible for supporting County emergency management efforts, including the coordination of fire, rescue, and emergency services resources and equipment during emergency and disaster response and recovery. OES would like to continue to utilize the office and floor space to support emergency management operations, including the storage of emergency supplies and periodic workspace for OES personnel.  Approval of the recommended Amendment will exercise the first one-year option to extend the Agreement for one additional year, for a total period of September 9, 2025 through September 8, 2027.  All other terms of the Agreement remain unchanged.
