Recommendation
Approve contract with ASPIRAnet to provide Transitional Housing Program-Plus services for former foster young adults, in an amount not to exceed $2,775,000, for the period of July 1, 2020 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total cost of these services will not exceed $2,775,000 and is 100% realignment funds. Adequate appropriation and revenue will be included in the Human Services (HS) Administrative Claim 2020-21 recommended budget, and will be included in future recommended budgets.

BACKGROUND INFORMATION
Under the recommended contract, ASPIRAnet will provide Transitional Housing Program-Plus (THP-Plus) services to a minimum of 36 clients per year. California State Legislature created THP-Plus to address the housing and support services needs of individuals aged 18 to 24, who have either exited or are ready to exit the foster care system. The program provides planning and supportive services, as well as safe and adequate residences, to enable these individuals to become self-sufficient.

THP-Plus services include 24-hour crisis intervention and support; educational advocacy and support; assistance to pursue college or other post high school training; allowance to purchase food and other necessities; apartment furnishings; system of payment for utilities, telephone, and rent; and mentoring.
