RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with the Fontana Woman’s Club Historical Preservation Fund, to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to roofing repairs and improvements at the Fontana Woman's Club building in Fontana, in the not-to-exceed amount of $40,000, for the period of June 23, 2026 through June 22, 2028.

2.                     Approve Contract with the Unique Differences in Development (UDID), to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with costs related to the expansion and enhancement of programs for individuals with autism and developmental disabilities, in the not-to-exceed amount of $250,000, for the period of June 23, 2026 through June 22, 2028.

3.                     Approve Contract with The Heroes Veterans Project, to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the construction of a new Veteran Retreat Center in Mt. Baldy, in the not-to-exceed amount of $100,000, for the period of June 23, 2026 through June 22, 2028.

4.                     Approve Contract with Social Science Services, Inc. dba Cedar House Life Change Center to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with overhead and administrative costs necessary to support the continued operation of its programs and services at their Bloomington campus located at 18612 Santa Ana Avenue in Bloomington, in the not-to-exceed amount of $700,000, for the period of June 23, 2026 through June 22, 2029.

5.                     Approve Contract with the RCHS Dance Boosters, Inc., to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the travel and participation for the Rancho Cucamonga High School Varsity Dance Team to attend the Hip Hop International World Championships in Phoenix, Arizona, in the not-to-exceed amount of $15,000, for the period of June 23, 2026 through June 22, 2027.

6.                     Approve Contract with Miss Fontana, Inc., to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with the costs related to the local pageant and leadership program in the City of Fontana, in the not-to-exceed amount of $15,000, for the period of June 23, 2026 through June 22, 2027.

7.                     Approve Contract with the Fontana Unified School District to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist with costs related to travel, training equipment and required safety gear, and academic and leadership development resources for the Fontana High School Marine Corps Junior Reserve Officer Training Corps, in the not-to-exceed amount of $15,000, for the period of June 23, 2026 through June 22, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program) for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.

 

The recommended projects will be funded by the Second District’s Priorities Program budget.

 

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents. Projects under the Priorities Program are based on District Supervisor discretion and are presented by each District Supervisor for Board approval.

 

Recommendation No. 1 will assist the Fontana Woman’s Club Historical Preservation Fund (Fontana Woman's Club) with the costs related to roofing repairs and improvements at the Fontana Woman's Club building located at 16880 Seville Avenue in Fontana.  This building is one of the oldest structures in the area and the first building to be restored in Fontana’s “Forge District” downtown revitalization effort. This contract serves the public purpose of providing for the health, safety, and social service needs of County residents through the roofing project at the Fontana Woman's Club building to ensure the long-term structural integrity and safety of this historic community asset. Fontana Woman's Club is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 2 will assist Unique Differences in Development (UDID) (Unique Differences) with costs related to the expansion and enhancement of programs for individuals with autism and developmental disabilities. This contract serves the purpose of providing for the health, safety, recreational and social service needs of County residents through Unique Differences’ programs to provide inclusive recreational, developmental, and athletic opportunities for youth and individuals with disabilities, including autism, while promoting interaction with youth to foster inclusion, peer engagement, and meaningful community connections. Unique Differences is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 3 will assist The Heroes Veterans Project (THVP) with costs related to the construction of a new Veteran Retreat Center (VRC) in Mt. Baldy. This contract serves the purpose of providing for the health, safety, and social service needs of County residents because the Mt. Baldy VRC will provide a location where veterans obtain therapeutic trainings for physical, mental, and emotional recovery. THVP is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 4 will assist Social Science Services, Inc. dba Cedar House Life Change Center (Cedar House) by providing funding towards overhead and administrative costs necessary to support the continued operation of its programs and services at the Cedar House Bloomington campus located at 18612 Santa Ana Avenue, Bloomington, California, 92316.  Eligible costs include, but are not limited to, personnel salaries and benefits, workforce retention initiatives, staff training and professional development, outreach and community engagement activities, admissions and enrollment support, program compliance and quality assurance functions, fiscal management and oversight, marketing efforts, and other administrative activities directly related to program implementation and service delivery.  This contract serves the public purpose of providing for the health, safety, and social service needs of County residents by assisting Cedar House with the administration and overhead costs necessary to provide withdrawal management, residential and outpatient treatment, perinatal services, sober living support, family programming, and stabilization services for individuals facing substance use and co-occurring mental health disorders. Cedar House is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 5 will assist the RCHS Dance Boosters, Inc. (RCHSDB) with costs related to the travel and participation for approximately 31 student dancers and 6 coaching staff from the Rancho Cucamonga High School Varsity Dance Team (Dance Team) to attend the Hip Hop International World Championships in Phoenix, Arizona, currently scheduled for July 25, 2026 through August 3, 2026. This contract serves the purpose of providing for the health and educational needs of County residents by supporting the Dance Team to represent Team USA as the only high school team in the nation competing against elite international dance teams. RCHSDB is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 6 will assist the Miss Fontana, Inc. (MFI) with costs related to the local pageant and leadership program in the City of Fontana. This contract serves the purpose of providing for the recreational and social service needs of County residents through the pageant and leadership program to help contestants gain experience in communication, professionalism, confidence-building, and leadership while promoting community involvement, mentorship, and positive representation of young women throughout the City of Fontana. MFI is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 7 will assist the Fontana Unified School District (FUSD) with costs related to travel for regional and national competitions, such as those related to academics; training equipment and required safety gear, and academic and leadership development resources for the Fontana High School Marine Corps Junior Reserve Officer Training Corps (Fontana High MCJROTC). This contract serves the public purpose of providing for the health, safety, recreational and educational needs of residents by providing financial support to the Fontana High MCJROTC teams to promote leadership development, academic achievement, and civic engagement for students. FUSD acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.

 

Under the Priorities Program contract terms, the Chief Executive Officer (CEO), at the direction of the Second District Supervisor, may extend the terms of the contracts, in writing, under the following conditions: 

 

a.                     In aggregate, all extensions do not exceed 12 calendar months;

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10. Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects. All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
