Recommendation
1. Authorize the purchase of one unbudgeted Megawatt Charging System Test Kit, including a proposal for testing the accuracy of commercial megawatt electric vehicle chargers, for a total cost of $112,000.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as indicated in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in use of the Discretionary General Funding (Net County Cost). The Department of Agriculture / Weights & Measures (AWM) will fund the purchase of the Megawatt Charging System Test Kit with a budget adjustment in the amount of $112,000 from salary savings resulting from staffing vacancies. These salary savings are sufficient to fund the purchase without affecting departmental operations. This item authorizes the Auditor-Controller/Treasurer/Tax Collector to post adjustments to AWM’s 2025-26 budget as follows:

BACKGROUND INFORMATION
This item seeks approval for a budget adjustment to purchase one unbudgeted Megawatt Charging System Test Kit (MCS Test Kit), including non-standard terms. The MCS Test Kit will test the accuracy of commercial megawatt electric vehicle chargers for commercial trucks at electric vehicle charging stations. The MCS Test Kit is used to ensure that commercially operated megawatt electric vehicle chargers for commercial trucks at electric vehicle charging stations are accurate and that the amount charged for electricity per kilowatt is correct.
The purchase also includes The Eastern Specialty Company Diamond Level Support package, which provides extended warranty coverage, calibration services, technical support, shipping for warranty repairs, and on-site training to support the long-term operation and maintenance of the MCS Test Kit.
AWM currently has two electric vehicle charging test kits in use that were purchased from TESCO, under the same Terms and Conditions in the recommended Proposal No. P-29489 (Proposal). The previously purchased Alternating Current (AC) Electric Vehicle Charging System Test Kit is used to test electric vehicle chargers for passenger vehicles. The previously purchased Direct Current (DC) Fast Charge Electric Vehicle Charging System Test Kit is used to test electric vehicle chargers that provide high current output for passenger vehicles. TESCO is the sole source manufacturer and sole source provider of the MCS Test Kit.
This Electric Vehicle Charging Station program is state mandated as outlined in Business & Professions Code §12210. Each Sealer shall, within his or her county inspect, try, and test all mechanical devices for measurement, and tools, appliances and accessories connected with any or all such instruments or measures, sold or used by any proprietor, agent, lessee or employee for commercial purposes.
AWM recommends approval of the purchase of one unbudgeted MCS Test Kit , as the MCS Test Kit is an efficient method in testing the accuracy of commercially operated megawatt electric vehicle chargers for commercial trucks and meets the necessary state requirements.
PROCUREMENT
Purchasing supports the non-competitive procurement of the TESCO MCS Test Kit based on Equipment System Compatibility. The MCS Test Kit is required to test and verify the accuracy and operational performance of commercial Megawatt electric vehicle charging systems used for commercial truck charging infrastructure. This equipment must be compatible with the County’s existing Electric Vehicle Service Equipment (EVSE), including previously purchased AC EVSE and DC Fast Charger systems currently in operation.
Use of a different testing platform or incompatible equipment could result in inaccurate testing, interoperability issues, additional staff training requirements, and increased operational costs. Maintaining compatibility with the County’s existing charging infrastructure ensures continuity of operations, standardized testing procedures, and efficient maintenance and support of the current system environment. Purchasing concurs with the non-competitive justification for this procurement.
