RECOMMENDATION(S)

Recommendation

1.                     Approve the contract template for the provision of the Homeless Housing, Assistance and Prevention Program Round 5 services, on behalf of the San Bernardino City and County Continuum of Care, in an aggregate amount not to exceed $5,549,784, for the contract period of June 9, 2026 through June 30, 2028.

2.                     Authorize the Chief Executive Officer, Assistant Executive Officer, Deputy Executive Officer, or the Chief of Homeless Services, to execute the contract template with the individual entities, any subsequent non-substantive amendments, and all other ancillary supporting documents necessary for amendments to the executed contracts in Recommendation No. 1, for the provision of Homeless Housing, Assistance and Prevention Round 5 Program services, on behalf of the San Bernardino City and County Continuum of Care, subject to review by County Counsel.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The total cost not to exceed $5,549,784 will be funded by Homeless Housing, Assistance and Prevention (HHAP) Program Round 5 (HHAP 5) block grant awarded to the San Bernardino City and County Continuum of Care (CoC) by the California Department of Housing and Community Development (HCD). This grant does not require a local match.

 

BACKGROUND INFORMATION

The HHAP program is a State-funded block grant program designed to provide jurisdictions with one-time funds to support regional coordination and develop or expand local capacity to address homelessness challenges. Eligible uses of HHAP 5 funds include but are not limited to: rapid rehousing, housing navigation services, innovative housing solutions such as hotel and motel conversions, rental assistance, operating subsidies for interim and permanent housing, prevention and shelter diversion, and street outreach.

 

Approval of the contract template listed in Recommendation No. 1 will allow the CoC’s allocation of HHAP 5 funds to be distributed among homeless services providers, helping alleviate the impact of homelessness on individuals and families throughout the county.

 

On March 12, 2024 (Item No. 19), the Board of Supervisors (Board) approved and authorized the submission of HHAP 5 grant applications in the estimated amount of $6,032,369 for the CoC and $5,787,524 for the County.

 

On March 11, 2025 (Item No. 29), the Board approved Agreement No. 25-152 (Standard Agreement No. 24-HHAP-10017), on behalf of the CA-609 San Bernardino City and County Continuum of Care and San Bernardino County, with HCD, including non-standard terms, in the amount of $11,819,893.18, effective upon execution by the State through June 30, 2029. Of the total award, $6,032,369 was allocated to the CoC.

 

On April 29, 2026, the CoC Board allocated $5,549,784 in HHAP 5 funds to aid regional service projects for individuals and families experiencing or at risk of homelessness. The funding will support street outreach, case management, and rapid rehousing services to help families and individuals exit homelessness and achieve housing stability. It will also support homelessness prevention efforts through diversion and eviction activities such as utility, rent, and food assistance. The remaining HHAP 5 CoC funds are allocated to administrative costs (7%) and to the Homeless Management Information System (1%).

 

The contract with Inland Southern California 211+ (211+) in the amount of $324,524 will support the Coordinated Entry System (CES). 211+ currently provides CES services throughout the County’s Central Valley, Desert, East Valley, Mountain, and West Valley regions. Each region may elect to set aside funding to support CES services. 211+ is not required to submit an application for this set-aside funding or be evaluated through the CoC application review process.

 

The San Bernardino City and County Continuum of Care (SBC CoC) Board has recommended 18 agencies to serve the County’s Central Valley, Desert, East Valley, Mountain, and West Valley regions, and homeless youth populations, as detailed in the table below:

Recommendation No. 2 delegates authority to the Chief Executive Officer, Assistant Executive Officer, Deputy Executive Officer, or the Chief of Homeless Services, to execute the contract template with the 18 entities identified above.

 

OHS will review contractor performance, referrals to other agencies, and services provided. Individual contractor performance will be monitored by the review of monthly reports and an annual visit to ensure compliance with the administrative, program, and fiscal terms and conditions of each contract. OHS will review invoices and attachments remitted by the contractors to ensure funds are expended on eligible activities.

 

PROCUREMENT

On February 25, 2026, OHS, acting as the Administrative Entity for the CoC, released Request for Application No. OHS02-24-2026 (RFA) to provide HHAP 5 services with the funding allocated to support regional service projects. Notice of the RFA was sent to an email distribution list of over 1,100 entities that included members of the local CoC Full Membership, the Homeless Provider Network, city managers within San Bernardino County, and subscribed providers. The RFA was also posted on the San Bernardino County Homeless Partnership website.

 

A total of 37 applications were received. Applications for 32 agencies met the minimum qualifications set forth in the RFA and were evaluated and scored by evaluation panels comprised of non-conflicted members representing each of the SBC CoC regions. Of the evaluated applications, 25 applications were recommended for funding, resulting in awards for 18 agencies. Four agencies were awarded funding for multiple regions and/or service categories.

 

The Purchasing Department concurs with the non-competitive award of the CES to 211+ based on the justification that 211+ has specialized credentials to provide CES services.
